International Payments for Skincare Brands

Selling skincare abroad: EU responsible person and CPNP, Canada's notification, and what changes for payments: SCA, currencies, declines and fees.

Article summary

TL;DR

Check product rules first. The EU allows cosmetics on the market only with a responsible person established in the EU, and products are notified in the CPNP before they're placed on the market. Canada requires manufacturers and importers to notify Health Canada within 10 days of the first sale. Then plan payments: Strong Customer Authentication for European cards, more declines on foreign cards, local currencies and methods, and higher cross-border retry fees.

  • EU: only cosmetics with a designated responsible person in the EU can be placed on the market (Regulation 1223/2009, Article 4).
  • EU: products are notified through the CPNP before they reach the market (Article 13).
  • Canada: manufacturers and importers notify Health Canada within 10 days after first selling a cosmetic.
  • Stripe triggers 3D Secure automatically when Strong Customer Authentication requires it.
  • Visa's excess retry fee adds $0.05 cross-border to the $0.10 domestic fee, as reported by Payway.

Frequently asked questions

Can I sell US skincare in the EU?

Yes, with a responsible person established in the EU and CPNP notification before the product is placed on the market. The responsible person is accountable for product safety and documentation.

Do I need to notify Health Canada to sell cosmetics in Canada?

Yes: manufacturers and importers notify within 10 days after first selling a cosmetic in Canada, and update the notice within 10 days of changes. Notification isn't an approval.

Why are European cards declined on my skincare store?

Often missing authentication: SCA applies to many European payments, and Stripe triggers 3DS when required. Issuers also weigh signals that make foreign merchants look riskier.

Do I need a merchant account in each country?

Not always. Some processors settle in several regions. Local acquiring can raise approvals; routing by country lets you use each processor where it performs best.
