Payment Methods for High-Risk Merchants: Cards, ACH and Wallets

Which payment methods accept high-risk merchants: cards, Apple Pay and Google Pay, PayPal, buy now pay later and ACH, with the rules each one applies.

Article summary

TL;DR

A high-risk merchant can usually offer cards, Apple Pay and Google Pay through an underwritten card processor, PayPal if its policy allows the products, and ACH with tight return rates. Buy now, pay later is the hardest: providers like Afterpay and Klarna run their own restricted lists. Each method has its own rule book, separate from your card processor's.

  • 9% of US shoppers who abandoned a checkout cite not enough payment methods.
  • Wallets run on your card processor: Apple Pay and Google Pay don't need a separate approval of your business.
  • PayPal bans "products that present a risk to consumer safety" and can hold a reserve you "might never be able to fully remove".
  • Afterpay restricts "pseudo medicals, pseudo pharmaceuticals and/or nutriceuticals" (updated July 15, 2026); Klarna "may in sole discretion decide".
  • Nacha watches ACH unauthorized returns at 0.5%, administrative at 3% and overall at 15%.

Fig. 1Who decides for each method

  1. Your card processor

Cards, Apple Pay and Google Pay. One underwriting covers them.

  2. The method's own provider

PayPal, Afterpay, Klarna. Their policy, their review.

  3. Your ACH provider and Nacha

Bank debits, with return rate limits that apply to you.

Three methods, three different yeses to get.

Cards, Apple Pay and Google Pay

Cards are the base, and wallets ride on them: Apple Pay and Google Pay pass a card through your card processor, so the processor's approval is what matters. Wallet payments can carry cryptograms that support authentication in some cases6Stripe Docs, Authenticate with 3D Secure, read October 26, 2026.

For a high-risk file, the card side is where the work is: merchant account approval.

PayPal

PayPal is a separate account with its own policy. Its Acceptable Use Policy bans, among others, "products that present a risk to consumer safety"2PayPal Acceptable Use Policy, updated October 29, 2022. It doesn't publish a list by industry, so read the policy against your products before you build on it.

RollingA percentage of each day's sales, for example 10% held 90 days
MinimumSales held until a floor amount is reached
JumpstartFunds moved to reserve at once from your balance

PayPal reviews reserves "within every 180 days", and warns "you might never be able to fully remove a reserve"3PayPal, The why and what of account reserves, read October 27, 2026.

Buy now, pay later

BNPL providers underwrite your business separately, even when the button comes through your card processor.

Afterpay / ClearpayProhibits "testosterone boosters or sexual enhancement products"; restricts "pseudo medicals, pseudo pharmaceuticals and/or nutriceuticals"4Afterpay/Clearpay Merchant Services Agreement (via Stripe), updated July 15, 2026

Watch out

A BNPL button available in your processor's dashboard doesn't mean the BNPL provider approved your products. Ask before you show it.

ACH bank debit

ACH costs less than cards and suits subscriptions, but returns are policed. Nacha watches three rates over 60 days or two calendar months7Nacha, ACH Network Risk and Enforcement Topics, read October 14, 2026:

Consumer unauthorized returns can come up to 60 calendar days after settlement, and you can't retry one without a new authorization8Nacha, Differentiating Unauthorized Return Reasons, read October 14, 2026. Which to show, in which order

Too few methods costs sales: 9% of US shoppers who abandoned a checkout cite not enough payment methods1Baymard Institute, Cart abandonment rate, reasons, updated September 22, 2025. Too many unapproved ones costs accounts.

  1. Cards first, with an underwritten processor.
  2. Apple Pay and Google Pay on mobile: no extra approval of your business.
  3. PayPal if your products fit its policy.
  4. ACH for subscriptions and larger baskets, with clear authorization wording.
  5. BNPL last, only after the provider approves your products.

Add methods one by one, and measure conversion and disputes after each.

Frequently asked questions

Can a high-risk merchant accept PayPal?

Sometimes. PayPal decides under its own Acceptable Use Policy, which bans "products that present a risk to consumer safety". Expect reserves: rolling, minimum or jumpstart.

Do Apple Pay and Google Pay need separate approval?

Not of your business: they pass a card through your card processor. Your card processor's approval is what counts.

Can high-risk merchants offer buy now, pay later?

Rarely without a separate review. Afterpay restricts nutraceuticals and pseudo-pharmaceuticals, and Klarna decides case by case.

Is ACH a good option for high-risk subscriptions?

It can be: lower cost, and it suits recurring charges. But Nacha watches unauthorized returns at 0.5%, so authorization wording and clear descriptors matter as much as on cards.

How many payment methods should I offer?

Enough to cover how your customers pay. 9% of US shoppers who abandoned a checkout cite not enough methods. Add them one by one and measure.
