Meta and TikTok Ads for Telehealth Companies: Setup and Tracking
What Meta, Google and TikTok require from telehealth advertisers, what LegitScript covers, and how to track purchases without sending health data.
Article summary
TL;DR
To run telehealth ads in the US, get LegitScript certification for the domain you advertise, then request Meta's authorization and Google's own certification. Target adults only, keep treatment names out of ads and landing pages, and keep health data out of pixels. Send the purchase event from your server when the payment is captured, with neutral event names.
- Meta "requires online pharmacies and telehealth providers to be actively certified with LegitScript", then a separate Meta authorization (read November 2, 2026).
- Google allows telemedicine providers "if they're accredited by LegitScript", and "Advertisers must also be certified with Google".
- TikTok's US policy does not name telemedicine; prescription drug ads need proof of approval by an authority such as the FDA and an 18+ audience (updated September 2026).
- LegitScript says its certification "does not guarantee advertising approval".
- The FTC's 2024 Cerebral order covered data on nearly 3.2 million consumers shared through tracking tools.

Meta, Google and TikTok rules side by side
Each platform treats telehealth differently. Read this table before you build an ad account.
Fig. 1Three platforms, three sets of rules
Meta
Telehealth named, with online pharmacies. LegitScript "actively certified", then request authorization from Meta. 18+ only. US, Canada, New Zealand for authorized ads1Meta Advertising Standards, Drugs and pharmaceuticals, read November 2, 2026.
Google Ads
Telehealth named, under "Prescription drug services". LegitScript in the US, and "Advertisers must also be certified with Google". Telemedicine "allowed with limitations" in the US and 12 other countries2Google Ads policy, prescription drug services, read November 2, 2026.
TikTok (US)
Telehealth not named; prescription drugs are. Proof of approval by an authority for prescription drug ads. 18+. Remote consultation services banned in some countries, such as Austria and Romania3TikTok Ads policy, Healthcare and pharmaceuticals, updated September 2026.
Certified on one is not certified on the others.

Example
Meta does not require written authorization for ads that "Promote telehealth services generally"1Meta Advertising Standards, Drugs and pharmaceuticals, read November 2, 2026. A brand can advertise its service, clinicians and convenience before authorization. Anything that promotes prescription drugs needs it.
Setup, step by step
Plan these steps before launch. Certification and platform reviews take time, and no platform publishes a fixed delay.
- Choose the domain you will advertise. LegitScript says its healthcare certification "applies to the root domain"4LegitScript, Healthcare Certification FAQ, read November 2, 2026.
- Apply for LegitScript certification. Telemedicine is eligible for businesses that offer "telemedicine or online consultations that may result in a prescription"4LegitScript, Healthcare Certification FAQ, read November 2, 2026.
- Request Meta's authorization once certified1Meta Advertising Standards, Drugs and pharmaceuticals, read November 2, 2026.
- Apply for Google's certification for prescription drug services, per country2Google Ads policy, prescription drug services, read November 2, 2026.
- Check TikTok's policy for each country; in the US, prescription drug ads need approval proof and an adult audience3TikTok Ads policy, Healthcare and pharmaceuticals, updated September 2026.
- Set targeting: 18+, eligible countries, and only the US states where your clinicians are licensed.
No platform publishes a fixed delay for certification or review.
Watch out
Certification does not transfer between platforms. Each platform checks it on its own, and LegitScript states that certification "does not guarantee advertising approval"4LegitScript, Healthcare Certification FAQ, read November 2, 2026.

What your ads and pages can say
Ad review covers the ad and the landing page. Copy that works in retail gets telehealth accounts restricted.
- Promote the service: licensed clinicians, online consultation, delivery, price.
- No treatment or drug names in ads, landing pages or keywords where the policy restricts them2Google Ads policy, prescription drug services, read November 2, 2026.
- Do not imply the viewer has a condition. Meta bans ads that assert or imply personal attributes, including a person's health and "medical conditions"5Meta Advertising Standards, Privacy violations and personal attributes, read October 26, 2026.
- No outcome promises or before-and-after claims.
- Match ad and page: same promise, same price.
How the landing page should be built: the telehealth sales funnel.
Tracking without sending health data
Your tracking is a data flow, and regulators read it. The FTC's actions against Cerebral (2024) and Hims & Hers (2026, allegations) both involve health information reaching advertising platforms8FTC, proposed order against Cerebral, April 15, 20249FTC, press release on the complaint against Hims & Hers, July 29, 2026 (allegations; case pending).

Neutral names and URLs, nothing that reveals a condition.
- Keep pixels off the quiz and any page whose URL or content reveals a health condition.
- Use neutral event names and URLs: "purchase", not a treatment name.
- Know the FTC rule outside HIPAA: the Health Breach Notification Rule covers vendors of personal health records not covered by HIPAA, and requires notifying individuals, the FTC and sometimes the media after a breach10FTC, Health Breach Notification Rule, 89 FR 47028, published May 30, 2024, effective July 29, 2024.
Meta also limits lower-funnel events such as purchases for some health advertisers, as reported by Stape7Stape, on Meta's health and wellness data restrictions, March 3, 2026 (secondary source). Expect Ads Manager to undercount, and compare it to your captured payments.
When to fire the purchase event
In telehealth, the card is often held at checkout and captured only after a clinician approves. That changes your tracking.
- At checkout: send a neutral checkout event, not a purchase. Nothing has been charged.
- At approval and capture: send the purchase event from your server, with the captured value and an order ID.
- On decline: send nothing, or a neutral event your team uses internally only.
- Deduplicate: if the pixel and the Conversions API both send a purchase, use the same event name and event ID6Meta for Developers, Deduplicate Pixel and server events, read October 26, 2026.

A hold is not a purchase.
This makes your ad platforms optimize on patients who actually paid, not on holds that clinicians decline. Setup details: server-side tracking for telehealth companies and ad attribution.
How Tagada helps
Server-side purchase events from the checkout
Tagada sends ad events from the checkout, server side, with payments on TagadaPay and its fraud tools: "Native 3DS2, device intelligence, and rules engine: approve real customers, block the rest."12TagadaPay, homepage, read November 2, 2026
- Server-side events to Meta (Conversions API) from the Tagada checkout
- Fraud filters before the charge: 3DS2 and rules that stop card testing before it reaches your ad data
- Your data, portable: "Export your vault, cards, and customers anytime."
You bring the brand and the ads; ad approval still depends on each platform's own review.
Building the whole telehealth brand? With Tagada Rx, "Your store runs on tgdcare.com, which is LegitScript certified", and the card is captured only once a doctor approves11Tagada Rx, tagada.io/rx, read November 2, 2026. US patients only, by selection.
