Merchant Account Closed and Funds Held: What to Do
Your merchant account was frozen or closed: what happens to the money, how long it's held, the first 72 hours, appeals, saving subscribers and selling again.
Article summary
TL;DR
When a processor freezes or closes your account, it keeps your balance to cover refunds and chargebacks still to come: typically 120 days at Stripe before a formal review. In the first 72 hours, read the notice, answer any request, export your card data to a new processor, and start processing elsewhere. Then appeal with evidence and track the release date.
- Stripe "will typically restrict or pause payouts to the User's bank account for 120 days" from its first email, then runs a formal review.
- The review can release all or part of the balance, keep holding it, or cancel the payout; the balance can reach zero after refunds and disputes.
- Stripe exports saved cards only to a PCI DSS Level 1 processor, and not the subscriptions themselves.
- A termination for excessive chargebacks or fraud can lead to a MATCH listing that stays 5 years.
- On Shopify Payments, a hold stops payouts until its cause is resolved; your store can usually keep taking orders.

A closed account feels final, but most of the money comes back, and most businesses keep selling. What decides the outcome is what you do in the first days and what you can prove in the review.
Frozen, reserved or closed: what each means

|---|---|---|
| Verification hold | Pauses payouts until you send requested information | Paid once resolved5Shopify Help Center, Shopify Payments account holds, read October 27, 2026 |
| Reserve | Holds a share of sales for a set period | Released on the schedule in the notice6Stripe Support, Reserves FAQ, read October 27, 2026 |
| Risk pause | Pauses payouts while it reviews the account | Held, then reviewed; 120 days typically at Stripe1Stripe, Unacceptable Risk Policy, read October 27, 2026 |
| Closure | Ends the account | Held to cover refunds and disputes, then released if anything remains1Stripe, Unacceptable Risk Policy, read October 27, 20262Stripe Services Agreement, modified September 28, 2026 |
Stripe's agreement lets it "close User's Stripe Account at any time"2Stripe Services Agreement, modified September 28, 2026. Other processors' contracts have similar clauses. Read yours: the holding period is in it.
Why processors close accounts
| Cause | What the processor sees |
|---|---|
| RestrictedProducts or claims | What you sell, or how you describe it, isn't allowed7Stripe, Restricted and prohibited businesses, updated September 22, 2026 |
| Offer practices | Trials with unclear pricing, high-pressure upselling, deceptive testimonials7Stripe, Restricted and prohibited businesses, updated September 22, 2026 |
| Disputes and fraud | A rise in chargebacks or fraud reports, often after a promotion |
| Volume pattern | Sudden growth, new products or new markets you didn't declare1Stripe, Unacceptable Risk Policy, read October 27, 2026 |
| Verification | Information requested and not provided |
The notice rarely says which one. Your changes over the last 90 days usually do: a new ad, offer, product line or affiliate.

| Provider | What's published |

Why so long: cardholders can generally dispute for up to 120 days after the payment at Stripe9Stripe Docs, How disputes work, read October 14, 2026. The processor keeps the balance until that window has passed on your last sales.
The first 72 hours
- Read the notice and the dashboard. Note what's restricted, the appeal channel and any deadline1Stripe, Unacceptable Risk Policy, read October 27, 20265Shopify Help Center, Shopify Payments account holds, read October 27, 2026.
- Answer any information request the same day. If it's a verification hold, this ends it5Shopify Help Center, Shopify Payments account holds, read October 27, 2026.
- Request your card data export to your next processor. At Stripe it must be PCI DSS Level 13Stripe Docs, Request a payment data export, read October 26, 2026.
- Export what isn't sent: subscription list, plans, next charge dates and order history3Stripe Docs, Request a payment data export, read October 26, 2026.
- Apply to a new processor with an honest file. Say what happened.
- Fix the likely cause on the site: claims, trial terms, upsells, affiliate pages.
- Tell subscribers only what you know, if renewals will be delayed.
Speed matters for two things: your subscribers' cards and your next processor's approval.
How to appeal
| Send | Why |
|---|---|
| Company documents and owner ID | Shows a real, identifiable business |
| Product list and how you describe it | Answers a restricted-product concern7Stripe, Restricted and prohibited businesses, updated September 22, 2026 |
| Screenshots of checkout terms | Shows pricing, renewals and cancellation are clear |
| Dispute and refund rates by month | Shows the risk is under control |
| What you changed since the notice | Shows the cause is fixed |
At Stripe, appeal through the channel named in the notice or the Dashboard1Stripe, Unacceptable Risk Policy, read October 27, 2026. At Shopify, reply directly to the email; only the store owner can resolve a hold5Shopify Help Center, Shopify Payments account holds, read October 27, 2026.
Keep your subscribers
Subscriptions are what a closure puts most at risk. Stripe can export saved card data to another PCI DSS Level 1 processor, but not the subscriptions themselves: you rebuild plans and next charge dates on the new system3Stripe Docs, Request a payment data export, read October 26, 2026.
Watch out
Without the card export, every subscriber has to re-enter a card. Request it on day one. How to plan the move: how to switch payment processors.
Keep selling
| Option | Speed | Note |
|---|---|---|
| A merchant account with a processor that accepts your category | Days, once the file is complete | Expect a reserve: merchant account approval |
| On Shopify, a third-party card processor | After its approval | One card processor at a time on Shopify11Shopify Help Center, Configuring third-party payment providers, read October 26, 2026 |
| An extra payment method such as PayPal | Fast | Its own rules apply |
| Two processors with routing | After both approvals | A backup for next time: multiple merchant accounts |
When a closure leads to MATCH
Acquirers must report merchants terminated for fraud, severe violations or excessive chargebacks to Mastercard's MATCH and Visa's VMSS. A listing stays active for 5 years, and most processors reject listed businesses or owners4Stripe Docs, Terminated merchant files (MATCH and VMSS), read October 27, 2026.
| Code | Threshold in the same calendar month |
|---|---|
| MATCH 4, Excessive chargebacks | Above 1% of Mastercard sales transactions and 5,000 USD or more4Stripe Docs, Terminated merchant files (MATCH and VMSS), read October 27, 2026 |
| MATCH 5, Excessive fraud | 8% or more of sales amount, 10 or more fraud transactions, 5,000 USD or more4Stripe Docs, Terminated merchant files (MATCH and VMSS), read October 27, 2026 |
Every code and how to get off it: the MATCH list. Closing the account yourself doesn't prevent a listing: the acquirer must add you if you meet the criteria, even after the relationship ends4Stripe Docs, Terminated merchant files (MATCH and VMSS), read October 27, 2026.
Getting the money after the holding period
Fig. 2What comes back, and when
Balance held on the day of closure
$40,000
- -$3,800Held until refunds, days 0 to 120Paid back refunds, days 0 to 120
- -$2,200Held until disputes, days 0 to 120Paid back disputes, days 0 to 120
- $34,000Held until released after the reviewPaid back released after the review
The release is what's left after refunds and disputes.
- Note the release date from the notice or your contract.
- Keep records: balance screenshots, every email, refunds and disputes paid from the balance.
- Ask in writing for the release and a statement of what was deducted.
- Escalate through the processor's formal complaint channel if the date passes.
What not to do
- Don't reopen under another name. Same products, same owners: the new file will be linked to the old one, and identity misrepresentation is a MATCH reason4Stripe Docs, Terminated merchant files (MATCH and VMSS), read October 27, 2026.
- Don't split volume across accounts to stay under monitoring thresholds. Visa can fine the acquirer up to 25,000 USD per merchant per month for changing merchant data to evade its programs, and disqualify the merchant and its principals10Visa Core Rules and Visa Product and Service Rules, edition of April 18, 2026, section 12.5.3.2.
- Don't promise subscribers a charge date you can't keep.
Tagada follows Visa and Mastercard rules and the laws that apply to payments.
