Can You Sell Prescription Drugs on Shopify?

Shopify's platform rules and Shopify Payments disagree on prescription drugs. What each allows, the third-party gateway fee, and health data limits.

Article summary

Store yes, Payments no

TL;DR

Shopify the platform doesn't ban a licensed pharmacy, but Shopify Payments won't process prescription drugs. You need a third-party payment provider that accepts pharmacies, and Shopify charges 0.2% to 2% per order for using it. Shopify also doesn't allow you to upload protected health information, so prescriptions have to be handled outside the store.

  • Shopify Payments lists "prescription drugs" among the "Regulated or illegal products and services" it doesn't support (read November 2, 2026).
  • Shopify's Acceptable Use Policy has no drug clause; its rule is "You can't use Shopify to do anything that's illegal where you do business".
  • A third-party provider costs an extra 2% on Basic, 1% on Grow, 0.6% on Advanced and 0.2% on Plus.
  • Shopify's platform doesn't support "uploading Protected Health Information subject to HIPAA".
  • The Shop app prohibits "Medication, medical devices and accessories".

Two answers: the platform and the payments

Shopify has two sets of rules, and they answer differently.

Shopify ruleWhat it says about prescription drugsCan a licensed pharmacy use it?
Acceptable Use Policy (the platform)NoDrug clause; "anything that's illegal where you do business" is banned2Shopify Acceptable Use Policy, read November 2, 2026YesIf every sale is legal where you operate
Shopify Payments (the checkout's processor)"prescription drugs" excluded1Shopify Help Center, Shopify Payments eligibility, read November 2, 2026No
Shop app (sales channel)"Medication, medical devices and accessories" prohibited3Shopify Help Center, Prohibited products on Shop, read November 2, 2026No

So you can host a pharmacy store on Shopify. You can't take its payments with Shopify Payments or list it on Shop.

The store can stay. The payments and the Shop channel can't.

What Shopify Payments says

Shopify's eligibility page excludes "Products or services that require regulatory approval or compliance, such as cannabis and related products, prescription drugs, medical devices"1Shopify Help Center, Shopify Payments eligibility, read November 2, 2026.

It also explains why legal businesses are refused: "There are certain business models that, while legal, Shopify Payments can't support"1Shopify Help Center, Shopify Payments eligibility, read November 2, 2026. A licensed pharmacy is one of them. A license doesn't change the answer.

Watch out

Selling prescription items through Shopify Payments anyway, for example by listing them under another product type, breaks Shopify's terms and the card network rules on pharmacy registration7Mastercard Security Rules and Procedures, Merchant Edition, August 4, 2026, section 9.4.3. It's the fastest way to lose the account and the funds in it.

Paying with a third-party provider

Shopify says: "If you aren't eligible for Shopify Payments, then you can add a third-party payment provider"1Shopify Help Center, Shopify Payments eligibility, read November 2, 2026. Check three things.

2. The provider must accept pharmacies

Stripe lists online pharmacies as restricted and approves them case by case6Stripe, Restricted and prohibited businesses, updated September 22, 2026. 3. Refills narrow the choice further

Shopify Subscriptions works with a short list of gateways: Shopify Payments, PayPal Express, Authorize.net, Adyen and Stripe, with Stripe "Available only to select merchants"5Shopify Help Center, Shopify Subscriptions considerations, read October 2026. Check that your pharmacy processor is on that list before you build refills on it. Rules for recurring prescription orders: how to sell prescription drugs on subscription.

Prescriptions and health data on Shopify

The harder problem isn't payment. It's where the prescription lives.

  1. Shopify's limit

The Acceptable Use Policy says the platform doesn't support "uploading Protected Health Information subject to HIPAA"2Shopify Acceptable Use Policy, read November 2, 2026.

  2. Apps exist

Apps in the Shopify App Store collect and review prescriptions; one launched on October 14, 2026 describes helping merchants "collect, review, and manage prescription information"8Shopify App Store, RxCompliant Verify listing, launched October 14, 2026, read November 2, 2026. Check where each app stores that data and who signs for it.

  3. Payments are a separate question

HIPAA doesn't apply to an entity processing payments, for that activity942 U.S.C. § 1320d-8 (Social Security Act § 1179). Your processor isn't the issue; your store fields, order notes and emails are.

The safe pattern: verify the prescription in a system built for health data, and let Shopify see only an order and an approval status. How to gate checkout on a prescription: prescription-gated checkout.

Frequently asked questions

Can I use Shopify Payments for an online pharmacy?

No. Shopify Payments excludes "prescription drugs" from the businesses it supports, even when they're legal. You can add a third-party payment provider that accepts pharmacies, and Shopify charges 0.2% to 2% per order depending on your plan.

Is there a Shopify pharmacy theme?

Themes and apps for pharmacy stores exist, but a theme doesn't solve payment or compliance. You still need a processor approved for pharmacies, licenses for each state you ship to, and a prescription process outside Shopify's store data.

Is Shopify HIPAA compliant?

Shopify says its platform doesn't support "uploading Protected Health Information subject to HIPAA". Keep prescriptions and health questionnaires in a separate system and pass only an order and its approval status to Shopify.

Can I sell over-the-counter medicine on Shopify?

Shopify Payments' exclusion names "prescription drugs". Over-the-counter products are not named, but the Shop app prohibits "Medication, medical devices and accessories", so you can't list them on that channel.

Which payment gateway works for a Shopify pharmacy?

One that accepts pharmacies and is supported by Shopify: Stripe after approval of a restricted business, or a dedicated merchant account through a provider Shopify supports. For refills, check Shopify Subscriptions' gateway list first.
