Shopify and Shopify Payments for High-Risk Stores: Rules, Holds and Closures
How Shopify treats high-risk stores: store rules vs. Shopify Payments rules, every account state from hold to termination, and what to do at each.
Article summary
TL;DR
Shopify runs two sets of rules. The platform decides whether your store stays online. Shopify Payments decides whether you take cards through Shopify, and it holds stores to "a higher standard" than Visa and Mastercard. Most high-risk stores lose Shopify Payments, not the store: reviews, holds, reserves and slower payouts come first, deactivation last.
- Shopify Payments lists six prohibited categories and says the list "isn't exhaustive". Its processors' own lists also apply.
- "Shopify Payments accounts are subject to standard reviews throughout the account's lifespan".
- For higher-risk businesses, payouts "might take from 5 to 20 business days".
- A 90-day chargeback rate of 1.5% or higher can mean automatic enrollment in a dispute program, with a 10% reserve.
- Shopify's Terms of Service, updated October 20, 2026, let it terminate an account "for any reason, without notice and at any time".

Two rulebooks: your store and your payments
Shopify the platform and Shopify Payments have separate agreements, separate reviews and separate penalties.
The layers can split. Ending the Shopify Payments agreement "will not necessarily terminate your Shopify Platform Terms"3Shopify Payments Terms of Service, Part I (Global Terms), read November 3, 2026. And Shopify's help center says it plainly: "If you aren't eligible for Shopify Payments, then you can add a third-party payment provider."5Shopify Help Center, Shopify Payments eligibility, read November 3, 2026
The platform rules are short. The Acceptable Use Policy is a set of principles, not a product list. Its main rule: "You can't use Shopify to do anything that's illegal where you do business."2Shopify, Acceptable Use Policy, no date shown, read November 3, 2026 Shopify says it will "default to enforcement at the product level, and take account-level action as a last resort when appropriate"2Shopify, Acceptable Use Policy, no date shown, read November 3, 2026.
What "high risk" means on Shopify Payments
Shopify Payments doesn't publish a high-risk program. It has three filters, and they stack.
Fig. 1Three filters on Shopify Payments
Six prohibited categories
Regulated products, financial services, adult, pseudo pharmaceuticals, gambling, counterfeit.
The processors' lists
Stripe's and PayPal's lists apply through Shopify Payments, depending on your country.
Ongoing risk review
Claims, fulfillment, subscriptions, reviews, chargebacks and sales spikes.
passing one doesn't mean passing the next
The third filter is the one most guides miss. Shopify doesn't wait for card network limits:
Although payment networks such as Visa and Mastercard publish chargeback thresholds, your store is evaluated against a higher standard
The signals it names go beyond disputes: "product listings that don't match what's delivered, deceptive subscription terms, inauthentic reviews, and unreliable fulfillment"6Shopify Help Center, Acceptable business practices and risk evaluation for Shopify Payments, read November 3, 2026. The full list of what you can't sell: What you cannot sell on Shopify.
What triggers a Shopify Payments review
Shopify names its triggers in three places: its reserves page, its risk evaluation page and its account holds page.
One more trigger sits in the contract. You agree to give Shopify "at least thirty (30) days prior notification of your intent to change your current product or services types"3Shopify Payments Terms of Service, Part I (Global Terms), read November 3, 2026. Adding an undeclared category is a reason for a review on its own.
The account states, from mildest to most serious
Each state has its own notice, its own clock and its own fix. The notice in your Shopify admin or the email to the store owner tells you which one you're in7Shopify Help Center, Shopify Payments account holds, read November 3, 2026.

answer from the store owner's account
Only the store owner can see Shopify Payments account details and resolve a hold7Shopify Help Center, Shopify Payments account holds, read November 3, 2026. If your notices go to a former owner's inbox, fix that first.
A rejected application isn't final either. Shopify reconsiders after 6 to 12 consecutive months on a third-party gateway with a chargeback rate below 1%, and may add a reserve if it approves15Shopify Help Center, Reapplying for Shopify Payments, read November 3, 2026.
What Shopify's terms let it do
Once risk rises, the Shopify Payments Terms allow Shopify to3Shopify Payments Terms of Service, Part I (Global Terms), read November 3, 2026:
- refuse a transaction it believes "exposes you, Shopify, the Payment Processors, or any other third party to actual or potential risk or harm";
- hold funds while it waits for documents: "The Payment Processors may hold funds in your Shopify Payments Account while awaiting the information requested";
- set a reserve that can cover "the full amount" of a transaction, and change its terms "at any time, for any reason";
- enroll you in a dispute program, after which "you will not be able to contest them";
- suspend or terminate Shopify Payments "at any time, for any reason", including for "significant credit or fraud risk" or "upon request of the Payment Network, a Payment Processor".
After termination, "a Payment Processor may elect to continue to hold any funds deemed necessary" for chargebacks, refunds and fees3Shopify Payments Terms of Service, Part I (Global Terms), read November 3, 2026.
The platform terms go further:
we may suspend or terminate your Account or the Terms of Service for any reason, without notice and at any time (unless otherwise required by law)
In practice Shopify describes steps first: requests by email, product removal, payment restrictions, a temporary admin lock14Shopify Help Center, Resolving terms violations, read November 3, 2026. Each restriction can be appealed, and "Each appeal is reviewed by a Shopify team member"14Shopify Help Center, Resolving terms violations, read November 3, 2026.
