Shopify Closed or Terminated Your Store: Reasons and Next Steps

Frozen, under review, restricted or terminated? How to tell which, why Shopify closes stores, how to appeal, and what happens to your money and data.

Article summary

TL;DR

First check which state you're in: frozen for an unpaid bill, under review, restricted access, or terminated. Shopify terminates stores mostly for activity it sees as not "a legitimate commerce practice" or for terms violations. You appeal from your admin, with ID and documents. Shopify Payments funds can stay held to cover chargebacks.

  • "Stores may be placed in restricted access without prior communication."
  • A store flagged for review that doesn't appeal "within 3 consecutive days" of Shopify's email is terminated.
  • In restricted access you keep a limited admin: payout information, the appeal form, a bank account change, the appeal status. "Billing is paused".
  • A won appeal can restore the store without Shopify Payments, which needs "a separate appeal".
  • Shopify's Terms of Service, updated October 20, 2026, allow termination "for any reason, without notice and at any time" unless the law requires otherwise.

Closed, frozen, under review or terminated: which one you have

Four very different situations show up as "my store is closed". The email to the store owner and the screen you see at login tell them apart.

Illustrative example, based on Shopify Help Center pages read November 3, 2026.

If your storefront is live but checkout no longer takes cards, the store isn't closed: Shopify Payments is. That case has its own clock and its own appeal.

Why Shopify terminates stores

Shopify doesn't publish a closed list of reasons for every merchant. Its own pages name these.

ReasonWhat Shopify says
Activity that doesn't look like real commerceRestrictedAccess "is commonly based on activity that isn't, or that's suspected not to be, a legitimate commerce practice" (Store termination page)1Shopify Help Center, Handling your Shopify store termination, read November 3, 2026
Suspected fraudTermination is possible "including if we suspect that you ... have engaged in fraudulent activity" (Terms of Service, section 14)3Shopify, Terms of Service, sections 3, 5 and 14, last updated October 20, 2026, read November 3, 2026
Serious compliance concerns"Stores are flagged for review only when there are serious concerns about compliance" (Store review page)2Shopify Help Center, Handling a Shopify store review, read November 3, 2026
Repeat intellectual property noticesRestrictedAccess "for repeat infringement" (Store termination page)1Shopify Help Center, Handling your Shopify store termination, read November 3, 2026
Gaming the rules, defrauding, spam"account-level action is oftentimes more appropriate" (Acceptable Use Policy)7Shopify, Acceptable Use Policy, no date shown, read November 3, 2026
Abuse of Shopify staff"will result in immediate Account termination" (Terms of Service, section 3)3Shopify, Terms of Service, sections 3, 5 and 14, last updated October 20, 2026, read November 3, 2026
Unpaid feesFees unpaid "for 60 days following the date of suspension" (Terms of Service, section 5)3Shopify, Terms of Service, sections 3, 5 and 14, last updated October 20, 2026, read November 3, 2026

Shopify says it uses "a combination of automated and human review processes" to find violations4Shopify Help Center, Resolving terms violations, read November 3, 2026. That's why some terminations hit stores that think they did nothing wrong: an automated signal can start the process, and the appeal is where a person looks.

Example

A new skincare store launches with a paid ads push, ships late and gets a wave of disputes in its first weeks. Its account gets flagged and the storefront goes into restricted access. The owner appeals with ID, supplier invoices and tracking numbers. Illustrative case.

What happens to your store, data and money

When Shopify terminates the platform agreement, the Terms of Service list the consequences3Shopify, Terms of Service, sections 3, 5 and 14, last updated October 20, 2026, read November 3, 2026:

  • Shopify "will cease providing you with the Services and you will no longer be able to access your Account";
  • "your Shopify Store will be taken offline";
  • you get no refund of fees, and any balance owed "will immediately become due and payable in full".

Restricted access, the step before a final decision, is narrower. You keep access to store details, billing, "payment and payout information", the appeal, a bank account change and the appeal status1Shopify Help Center, Handling your Shopify store termination, read November 3, 2026. The help page doesn't list data exports among those tasks1Shopify Help Center, Handling your Shopify store termination, read November 3, 2026. Export your products, customers and orders regularly while the store runs.

The money follows the Shopify Payments terms. Funds are paid out "subject to the Payment Processor Terms", but "a Payment Processor may elect to continue to hold any funds deemed necessary" for chargebacks, disputes, fees and refunds8Shopify Payments Terms of Service, Part I, Termination and Effects of Termination, read November 3, 2026.

Shopify publishes no fixed holding period. Its own reserve example uses 120 days11Shopify Help Center, Overview of reserves in Shopify Payments, read November 3, 2026, and merchants on Shopify Community often report post-termination holds of about 120 days, sometimes extended12Shopify Community, merchant threads on post-termination payout holds and appeal times, read November 3, 2026.

Disputes keep coming. If Shopify Payments is terminated, you "might still be enrolled" in a network dispute resolution program for past orders, with a fee for each dispute resolved automatically: $15 in the US9Shopify Help Center, Network dispute resolution programs, read November 3, 2026.

How to appeal a Shopify store termination

You appeal from the admin. "When you log in, you'll be prompted to submit your appeal directly from the screen."1Shopify Help Center, Handling your Shopify store termination, read November 3, 2026

  1. Log in as the store owner. The appeal form opens on its own1Shopify Help Center, Handling your Shopify store termination, read November 3, 20262Shopify Help Center, Handling a Shopify store review, read November 3, 2026.
  2. Explain your business in plain terms: what you sell, to whom, how you ship.
  3. Upload a valid government-issued ID, which the review form requires2Shopify Help Center, Handling a Shopify store review, read November 3, 2026.
  4. Add proof: "proof of business association and proof of inventory" are the examples Shopify gives2Shopify Help Center, Handling a Shopify store review, read November 3, 2026. Supplier invoices, tracking numbers and your refund policy URL help.
  5. Show what you fixed if the notice names a product or practice.
  6. Check everything, then click Submit for review1Shopify Help Center, Handling your Shopify store termination, read November 3, 2026.
  7. Watch the store owner's email. Shopify "may reach out for additional details or documentation" and tells you if the appeal is approved or denied4Shopify Help Center, Resolving terms violations, read November 3, 2026.

Watch out

A store review has a hard deadline. "If you don't submit your appeal within 3 consecutive days of receiving the email notification from Shopify, then your store will be terminated."2Shopify Help Center, Handling a Shopify store review, read November 3, 2026 If you can't submit from the admin, contact Shopify Support the same day.

If the appeal succeeds

You "regain full access to your Shopify admin"1Shopify Help Center, Handling your Shopify store termination, read November 3, 2026. After a review, you "may need to re-add a billing payment method"2Shopify Help Center, Handling a Shopify store review, read November 3, 2026.

Shopify Payments doesn't always come back with the store. "In some cases, your store access may be restored but your ability to use Shopify Payments will remain unavailable."1Shopify Help Center, Handling your Shopify store termination, read November 3, 2026 You can file a separate appeal for it, or connect a third-party card provider. What that costs: Shopify Payments fees. Which provider: high-risk payment processing for Shopify stores.

If the appeal fails

  1. Keep your bank account current from the restricted admin, so held funds can reach you1Shopify Help Center, Handling your Shopify store termination, read November 3, 2026.
  2. Keep every dispute file: orders, tracking, customer emails. Chargebacks on past orders don't stop with the store9Shopify Help Center, Network dispute resolution programs, read November 3, 2026.
  3. Don't open a copy of the store to get around the decision. Shopify assesses "the history of any other businesses that you operate"10Shopify Help Center, Acceptable business practices and risk evaluation for Shopify Payments, read November 3, 2026, and its policy says it doesn't like people trying to "game" systems7Shopify, Acceptable Use Policy, no date shown, read November 3, 2026.
  4. Pick your next setup with a processor that underwrites your category, declared from the start: merchant account approval.
  5. Plan for the held balance as cash you won't see for months. More on held funds after a closure: merchant account closed and funds held.

Frequently asked questions

Why did Shopify terminate my store?

Shopify names activity "that isn't, or that's suspected not to be, a legitimate commerce practice", suspected fraud, serious compliance concerns, repeat IP notices, abuse of staff and long-unpaid fees. The email to the store owner usually states the reason or what to send. Read it before you appeal.

Can I appeal a Shopify store termination?

Yes. Log in to your admin and follow the prompt to the appeal form, then add explanations, ID and documents and submit. For a store review, the deadline is 3 consecutive days from Shopify's email. A Shopify team member reviews each appeal.

What happens to my money if Shopify closes my store?

Shopify Payments funds are paid out under the processor's terms, but the processor can keep "any funds deemed necessary" for chargebacks, refunds and fees. No fixed period is published. Merchants commonly report holds of about 120 days after termination. Keep your bank details current from the restricted admin.

Can I open a new Shopify store after termination?

Nothing in Shopify's help pages promises it. Shopify's risk review looks at "the history of any other businesses that you operate", so a new store is likely linked to the old one. Opening a copy to get around a decision conflicts with the Acceptable Use Policy. Appeal first.

How long does a Shopify termination appeal take?

Shopify doesn't publish a time. It examines your documents, ID and explanations, then emails the decision to the store owner. Merchants on Shopify Community report waits from under two weeks to several months. Answer any request for more documents quickly to avoid adding to it.
