PayPal Permanently Limited or Closed Your Account: Funds, the 180-Day Hold and Next Steps

PayPal permanently limited or closed your account? What its agreement says about your balance, the 180-day hold, what you still owe, and next steps.

Article summary

TL;DR

A permanent limitation means PayPal won't lift it, whatever you send. PayPal's User Agreement lets it hold your balance for up to 180 days when needed against liability or after a policy breach, then make unrestricted funds available for withdrawal. You stay liable for refunds and disputes, and you can't open a new account to keep selling.

  • PayPal can hold your balance "for up to 180 days if reasonably needed to protect against the risk of liability or if you have violated our Acceptable Use Policy" (User Agreement, updated September 14, 2026).
  • The hold "may remain in place longer than 180 days" under a court order, regulatory requirement or other legal process.
  • On closure, PayPal makes "any unrestricted funds" in your balance "available for withdrawal".
  • Opening a new account "when an account has a negative balance or has been restricted" is itself a restricted activity.
  • Buyers can open an Item Not Received dispute "within 180 days" of payment, so disputes can arrive throughout the hold.

Limited, permanently limited or closed

Three different situations. Read your email and the Resolution Center to know which one you're in3PayPal Help Center (US), Why is my PayPal account limited?, read November 3, 2026 on the Wayback Machine copy of October 11, 2026.

If the limitation is temporary, the steps are on PayPal account limited. This page is about the other two.

Watch out

If an email says your account is limited but the Resolution Center shows nothing, it may be phishing. PayPal asks you to forward it to phishing@paypal.com4PayPal Help Center (US), How do I remove a limitation from my account?, read November 3, 2026 on the Wayback Machine copy of October 22, 2026.

Why PayPal closes or permanently limits accounts

PayPal acts when it believes you engaged in a "restricted activity". Its list includes1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026:

PayPal can then terminate the agreement, close the account "immediately and without penalty to us", and refuse "to provide the PayPal services to you in the future"1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. Its decisions "may be based on confidential criteria", and it has "no obligation to disclose the details"1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.

What happens to your balance

PayPal holds it, for a period the agreement caps in most cases. Here is the clause, under "Actions We May Take"1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026:

Holding the balance in your Balance Account, the balance in your business account, or any money waiting to be claimed through your personal account [...] for up to 180 days if reasonably needed to protect against the risk of liability or if you have violated our Acceptable Use Policy.

Example

A store with $18,000 on PayPal is permanently limited. Over the next months, $2,500 of disputes and refunds come in and are paid from the held balance. If nothing else is restricted, about $15,500 becomes available to withdraw when the hold ends. Illustrative figures.

What you still owe

Closing doesn't end your obligations. You remain liable "for all obligations related to your PayPal account even after the PayPal account is closed"1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.

The current US User Agreement sets no fixed penalty per violation. What you owe is the actual reversals, fees and losses1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.

Can you open a new PayPal account?

Not to get around the decision. The agreement lists as a restricted activity any attempt to "circumvent" an account decision, including "attempting to open new or additional PayPal account(s) when an account has a negative balance or has been restricted", or "using someone else's PayPal account"1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.

A new account linked to the closed one can be limited in turn, since controlling a linked account is a restricted activity too1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. And PayPal can refuse to serve you "in the future"1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. What to do now

  1. Read the email and the Resolution Center. They state the action taken; a limitation with no Resolution Center entry may be phishing3PayPal Help Center (US), Why is my PayPal account limited?, read November 3, 2026 on the Wayback Machine copy of October 11, 20264PayPal Help Center (US), How do I remove a limitation from my account?, read November 3, 2026 on the Wayback Machine copy of October 22, 2026.
  2. Answer every open request. Refusing to cooperate is itself a restricted activity1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.
  3. Keep handling disputes. You remain liable for them, and lost cases come out of the held balance1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.
  4. Export your records. Transactions, customers and dispute history, while you can still log in.
  5. Withdraw what's unrestricted when PayPal makes it available1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.
  6. If you disagree, the agreement starts with customer service, then a Notice of Dispute sent by certified mail, followed by 60 days of good-faith negotiation, before individual arbitration with JAMS or small claims court1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.
  7. Don't open another PayPal account for the same business1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.
  8. Move sales to a processor that has reviewed your business, declared from the start. See high-risk merchant accounts.

Keep selling while the balance is held

The hold lasts months; your costs don't. The fastest fix is a second, declared processor, set up before you need it.

Selling without a required pre-approval is itself banned: the policy covers "any activity that requires pre-approval without having obtained said approval"2PayPal Acceptable Use Policy (US), last updated October 29, 2022, read November 3, 2026 on the Wayback Machine copy of October 28, 2026. Frequently asked questions

What happens to my money if PayPal permanently limits my account?

PayPal can hold your balance for up to 180 days if needed to protect against liability or after an Acceptable Use Policy breach. Refunds and disputes are paid from it meanwhile. PayPal then makes unrestricted funds available for withdrawal. A court order or legal process can extend the hold.

Will PayPal release my funds after 180 days?

The agreement caps the hold at "up to 180 days" in most cases and promises unrestricted funds for withdrawal on closure. Amounts needed for reversals, fees or a negative balance can be kept, and legal holds can run longer than 180 days. Watch your email and the Resolution Center for the release notice.

Can I open a new PayPal account after a permanent limitation?

No. Opening a new or additional account when one has been restricted is a restricted activity under the User Agreement, and so is controlling an account linked to one that broke the rules. PayPal can also refuse to provide its services to you in the future.

Can a permanent PayPal limitation be reversed?

The User Agreement doesn't describe an appeal for a permanent limitation: it says issues are resolved "unless a permanent limitation is placed on your account." If you disagree, the agreement's dispute process starts with customer service, then a Notice of Dispute by certified mail and 60 days of negotiation before arbitration.

Do I still owe PayPal after my account is closed?

Yes. You remain liable for all obligations on the account after closure, including reversals, chargebacks, claims and fees. A negative balance is a debt PayPal can collect or set off against your other PayPal accounts. Seller Protection amounts from the last 30 days can also be recovered if your eligibility is suspended.
