PayPal Money on Hold: Why It Happens and How to Get It Released

Why PayPal is holding your money: every kind of hold, how long PayPal says each one lasts, and the steps that release it sooner.

Article summary

TL;DR

PayPal holds a payment when it sees risk: a new or dormant seller, a sudden change in sales, a higher-risk item, or disputes. Most holds last up to 21 days. Add tracking from an approved carrier, or mark a service Completed, and PayPal says it releases the money about 24 hours after delivery, or 7 days after completion.

  • PayPal's User Agreement, updated September 14, 2026, says risk-based holds "generally remain in place for up to 21 days".
  • With tracking from an approved carrier, PayPal releases the hold "approximately 24 hours after the courier confirms delivery"; for a service, "7 days after you confirm the order status as Completed".
  • A payment challenged by the buyer can stay held "until the matter is resolved (but no longer than 180 days)".
  • A reserve, a limitation and a 180-day hold are different actions, with different fixes.
  • You can't close your account to get money out while it's "subject to a hold, limitation or reserve".

Why PayPal holds a payment

PayPal looks at "account tenure, transaction activity, business type, past customer disputes, and overall customer satisfaction" before placing a hold1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. Its Help Center lists the usual triggers3PayPal Help Center (US), Why is my payment on hold or unavailable?, read November 3, 2026 on the Wayback Machine copy of May 10, 2026:

PayPal adds that holds can be based on "confidential criteria" and that it has "no obligation to disclose the details" of its risk management1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. The notice tells you which hold applies; it may not tell you why.

Example

A store doubles its weekly sales after a launch, with a new, higher-priced product. Both are on PayPal's list of unusual patterns3PayPal Help Center (US), Why is my payment on hold or unavailable?, read November 3, 2026 on the Wayback Machine copy of May 10, 2026. Expect new payments to be held until tracking or delivery shows the orders are real.

How to release a 21-day hold

You can usually shorten it yourself. PayPal lists three ways, each tied to proof that the order was fulfilled2PayPal Help Center (US), How can I release my payment(s) on hold?, read November 3, 2026 on the Wayback Machine copy of July 23, 2026.

  1. Open the payment. In Activity, find the purchase and select Get your money2PayPal Help Center (US), How can I release my payment(s) on hold?, read November 3, 2026 on the Wayback Machine copy of July 23, 2026.
  2. Physical product: choose Product and add tracking from an approved carrier. PayPal releases the hold about 24 hours after the courier confirms delivery to the buyer's address2PayPal Help Center (US), How can I release my payment(s) on hold?, read November 3, 2026 on the Wayback Machine copy of July 23, 2026.
  3. Or print the label through PayPal. Same result: release about 24 hours after confirmed delivery2PayPal Help Center (US), How can I release my payment(s) on hold?, read November 3, 2026 on the Wayback Machine copy of July 23, 2026.
  4. Service or digital item: choose "Service or virtual product" and set the status to Completed. PayPal releases the hold 7 days later2PayPal Help Center (US), How can I release my payment(s) on hold?, read November 3, 2026 on the Wayback Machine copy of July 23, 2026.
  5. Otherwise, wait. PayPal says it may still hold a payment for up to 21 days "if we notice an unusual change in your selling patterns"2PayPal Help Center (US), How can I release my payment(s) on hold?, read November 3, 2026 on the Wayback Machine copy of July 23, 2026.

  5. Up to day 180If a dispute is still open

the proof starts the clock

PayPal Help Center (US) and User Agreement, read November 3, 2026.

PayPal's merchant guide adds the habits that keep holds short: ship promptly with valid tracking, tell customers about delays, and "keep complaint rates below 1% of your sales"4PayPal Business Resource Center, Why is your PayPal money on hold: The guide for merchants, May 13, 2024, read November 3, 2026.

Payment review and disputes

These two holds don't lift with tracking. They follow PayPal's review or the buyer's case.

Payment review. When PayPal judges a transaction high-risk, it holds the payment "and provide[s] notice to you to delay shipping of the item"1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. PayPal then completes or cancels it. If it's completed, PayPal tells you to ship. If it's cancelled, the money goes back to the buyer1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. Don't ship before the notice clears.

Dispute hold. When a buyer opens a dispute, PayPal places "a hold on all funds related to the transaction in the seller's PayPal account until the dispute is resolved or closed"5PayPal Purchase Protection Program (US), last updated January 26, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. A risk-based hold can also run past 21 days if the payment is challenged: PayPal then holds it "until the matter is resolved (but no longer than 180 days)"1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.

Disputes also count toward your dispute ratio and fees. See PayPal chargeback thresholds.

When it's bigger than one payment

Three actions hold more than a single order. Each has its own page.

Fig. 3Hold, reserve, limitation, 180 days

  1. Reserve

A share of your money kept unavailable while you sell. PayPal's example: 10% held on a 90-day rolling period.

  2. Limitation

You can't send or withdraw money until you complete PayPal's steps. Reviews usually take 3 business days once done.

  3. 180-day hold

The whole balance, held after a policy breach or closure, when PayPal needs it against liability.

from one payment to the whole balance

Based on PayPal's User Agreement, updated September 14, 2026.

Two smaller cases. PayPal can delay a withdrawal "if other payments to your PayPal account have been subject to a reversal"1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. And if a withdrawal is pending when a hold or limitation lands, "you will have to reinitiate the withdrawal" once it's lifted1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.

Don't make it worse

Some reactions turn a 21-day hold into a long one.

Watch out

Opening a second PayPal account while yours is limited is a restricted activity. The User Agreement names "attempting to open new or additional PayPal account(s) when an account has a negative balance or has been restricted"1PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. It can lead to the 180-day hold.

Plan cash around a hold

Budget on the slowest money, not the fastest. Held PayPal funds rarely come back in one block.

  2. $8,000Held until day 21Paid back day 21

Illustrative example: one account with three holds at once.

In this example, $6,000 is tracked orders released after delivery, $8,000 is orders without tracking released at 21 days, and $10,000 is a 90-day rolling reserve. Plan stock and ad spend on the last date.

Frequently asked questions

Why is my PayPal money on hold?

PayPal holds payments when it sees risk: a new or dormant seller, a sudden change in sales or prices, higher-risk items such as tickets or electronics, or customer complaints. Select Know your options under your balance to see the reason and the release steps. A buyer's dispute or a payment review holds funds too.

How long does PayPal hold money?

A risk-based payment hold generally lasts up to 21 days. With tracking, PayPal releases it about 24 hours after delivery; for services, 7 days after you mark the order Completed. A disputed payment can stay held until the case ends, no longer than 180 days, and a 180-day hold can follow a policy breach.

How do I get PayPal to release my funds early?

Open the payment in Activity and select Get your money. Add tracking from an approved carrier, print the label through PayPal, or set a service to Completed. Answer disputes in the Resolution Center quickly. PayPal decides on any earlier release "at our sole discretion".

Why is every PayPal payment I receive on hold?

Usually because the account is new, was dormant, or changed its selling pattern: a surge in sales, a new product type or a higher average price. It eases as you build a history of delivered orders without complaints. PayPal's guide suggests keeping complaints below 1% of sales.

Is a PayPal hold the same as a reserve?

No. A hold covers specific payments, usually up to 21 days. A reserve keeps a share or a minimum amount of your money unavailable while you keep selling, on terms PayPal sends you, such as 10% for 90 days in its example. A limitation stops withdrawals until you complete PayPal's steps.
