PayPal Account Limited or Restricted: Why and How to Lift It

Why PayPal limits a business account, what each reason needs from you, how long the review takes, what not to do, and how to keep selling meanwhile.

Article summary

TL;DR

A limitation means PayPal has switched off part of your account, often sending or withdrawing money, while it reviews a risk. Open the Resolution Center, complete every step and upload what PayPal asks for. Once the steps are done, PayPal says the review usually takes 3 business days. Don't open a second account or try to close this one meanwhile.

  • PayPal's User Agreement, last updated September 14, 2026, gives five reasons to limit an account, from unauthorized use to "Seller performance indicating your PayPal account is high risk".
  • Once the required steps are completed, "the review of the account usually takes 3 business days".
  • "In most cases, our customer service team can't remove your limitation over the phone".
  • You can't close an account that is "subject to a hold, limitation or reserve".
  • Opening new accounts while one is restricted is a restricted activity in itself.

What a limitation stops

PayPal's definition: "A limited account means that you won't be able to do certain things with your PayPal account. For example, you might not be able to send or withdraw money"2PayPal Help, How do I remove a limitation from my account?, read November 3, 2026 on the Wayback Machine copy of January 29, 2026. Its merchant guide describes limitations as temporary restrictions that can prevent "sending, receiving, or withdrawing money"5PayPal Business Resource Center, PayPal account limitations, July 16, 2024, read November 3, 2026.

What it changes in practice:

Why PayPal limited your account

PayPal sends an email with the reason1PayPal Help, Why is my PayPal account limited?, read November 3, 2026 on the Wayback Machine copy of October 11, 2026. Limitation, hold or reserve?

How to lift a PayPal limitation

Start in your account, never from a link in an email.

  1. Check it's real. Log in directly and open the Resolution Center or the bell icon. No limitation there? The email may be fake: forward it to PayPal1PayPal Help, Why is my PayPal account limited?, read November 3, 2026 on the Wayback Machine copy of October 11, 2026.
  2. Read the reason in PayPal's email and in the Resolution Center1PayPal Help, Why is my PayPal account limited?, read November 3, 2026 on the Wayback Machine copy of October 11, 2026.
  3. Complete every step listed. Some limitations lift automatically, for example after you change your password and security questions3PayPal Help, How long will it take to lift my PayPal account limitation?, read November 3, 2026 on the Wayback Machine copy of April 8, 2026.
  4. Upload clear documents. PayPal points to its tips for submitting documents2PayPal Help, How do I remove a limitation from my account?, read November 3, 2026 on the Wayback Machine copy of January 29, 2026.
  5. Send more than the minimum when the reason is risk. You agreed to provide "financial statements and other documentation or information in a timely fashion"4PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.
  6. Wait for PayPal's email. It contacts you once the review is completed3PayPal Help, How long will it take to lift my PayPal account limitation?, read November 3, 2026 on the Wayback Machine copy of April 8, 2026.

Based on PayPal Help and the User Agreement (US), read November 3, 2026. PayPal decides each case.

What to prepare depends on the reason. The last column is our checklist, not a PayPal list.

For a claims problem, structure your answer like the remediation plan PayPal can require from high-dispute sellers: "the cause of the increased dispute rate, the actions taken to reduce disputes, and the timelines for those actions"4PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.

How long a PayPal limitation lasts

Three business days is the usual review, once your part is done3PayPal Help, How long will it take to lift my PayPal account limitation?, read November 3, 2026 on the Wayback Machine copy of April 8, 2026. The total depends on you and on the case.

Watch out

A limitation tied to a restricted activity can come with a balance hold "for up to 180 days", longer under a court order4PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. That hold has its own clock, separate from the 3-day review.

What not to do

Each of these makes a limitation worse, or turns it into a breach.

If the limitation is permanent

Most limitations are temporary. The User Agreement also mentions "a permanent limitation", which you can't resolve by sending information4PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.

Fig. 2Temporary or permanent: what changes

  1. Temporary limitation

Lifted once you complete the steps and PayPal's review ends, usually 3 business days later.

  2. Permanent limitation

No steps lift it. Plan for the account to stay limited, and for the balance to follow PayPal's release rules.

  3. Restricted activity

The balance can be held up to 180 days, longer under a court order.

Keep selling while PayPal reviews you

A limitation can last days. Your ads, renewals and customer service don't stop. Three moves, in order:

  1. Answer PayPal first. The review only starts once your steps are done3PayPal Help, How long will it take to lift my PayPal account limitation?, read November 3, 2026 on the Wayback Machine copy of April 8, 2026.
  2. Route new card sales to a second, declared processor that knows what you sell. See multiple merchant accounts.
  3. Plan the exit if the answer is no: customers, subscriptions and timing in how to migrate away from PayPal.

Never split sales across accounts to hide volume or claims. Show PayPal at checkout under its own rules: you agreed not to "exhibit a preference for other payment methods over PayPal"4PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.

Frequently asked questions

How long does a PayPal limitation last?

Once you've completed every step, PayPal says the review "usually takes 3 business days", and it emails you when it's done. Complex cases take longer. If the limitation comes from a restricted activity, a separate balance hold can last up to 180 days.

Can I still receive money with a limited PayPal account?

It depends on the limitation. PayPal says you "might not be able to send or withdraw money", and its merchant guide adds receiving to what a limitation can block. Check the Resolution Center for what is switched off, and don't move sales to another PayPal account.

Can I open a new PayPal account if mine is limited?

No. PayPal's User Agreement treats "attempting to open new or additional PayPal account(s)" while an account is restricted as circumventing its decisions. Doing it can turn a temporary limitation into a closure. Resolve the limitation, or sell through a different, declared processor.

Can PayPal customer service remove a limitation by phone?

Usually not. "In most cases, our customer service team can't remove your limitation over the phone. Please wait for us to contact you". Use the Resolution Center steps and uploads instead, and keep copies of what you send.

What happens to my money if PayPal permanently limits my account?

PayPal makes unrestricted funds available for withdrawal. If it found a restricted activity, it can hold the balance for up to 180 days first, longer under a court order. You remain liable for later chargebacks. See PayPal closed your account.
