PayPal Reserve: How Long It Lasts and How to Get It Released

How a PayPal reserve works: rolling, minimum or jumpstart, why PayPal set it, how long it lasts, the 180-day review, and how to get it lowered or removed.

Article summary

TL;DR

A PayPal reserve keeps part of your business balance unavailable to cover chargebacks, claims and reversals. The most common type is rolling: PayPal's example holds 10% of each day's sales for 90 days. Minimum and jumpstart reserves hold a set amount. PayPal reviews reserves within every 180 days, but some are never fully removed.

  • PayPal's User Agreement, last updated September 14, 2026, lets it place a reserve "at any time if we believe there may be a high level of risk".
  • Its example: "10% and held for a 90-day rolling period", released day by day from day 91.
  • PayPal reviews accounts "within every 180 days" to adjust or remove reserves (guide of November 17, 2025).
  • "you might never be able to fully remove a reserve from your account", depending on your industry and credit history.
  • You can't close an account that is subject to a reserve.

What a PayPal reserve is

A reserve is your money set aside, not a fee. PayPal's help center: "The money is still yours, but you can't use or withdraw it for now"2PayPal Help, What are reserves?, read November 3, 2026 on the Wayback Machine copy of March 31, 2026. Its purpose is to "meet any liabilities you may incur from a chargeback, claim or bank reversal, where no other money is available"2PayPal Help, What are reserves?, read November 3, 2026 on the Wayback Machine copy of March 31, 2026.

How it behaves day to day:

The reserve types PayPal uses

PayPal's texts don't count the same number of types. The User Agreement and help center describe two, rolling and minimum, with upfront as a form of minimum1PayPal, User Agreement (US), sections Holds, Limitations, and Reserves and Closing Your PayPal Account, last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 20262PayPal Help, What are reserves?, read November 3, 2026 on the Wayback Machine copy of March 31, 2026. Why PayPal put a reserve on your account

PayPal can set one "at any time if we believe there may be a high level of risk associated with you, your business account, your business model, or your transactions"1PayPal, User Agreement (US), sections Holds, Limitations, and Reserves and Closing Your PayPal Account, last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. It uses information "from both internal sources and from third parties"1PayPal, User Agreement (US), sections Holds, Limitations, and Reserves and Closing Your PayPal Account, last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.

The User Agreement lists the factors PayPal weighs, "and whether and how these factors have changed over time"1PayPal, User Agreement (US), sections Holds, Limitations, and Reserves and Closing Your PayPal Account, last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026:

Factor in PayPal's wordsWhat it usually looks like
"How long you have been in business"A new brand, or a new legal entity
"Whether your industry has a higher likelihood of chargebacks"Subscriptions, events, travel, high-ticket goods
"Your payment processing history with PayPal and other providers"A past reserve or closure elsewhere
"Your business and/or personal credit history"Thin or damaged credit file
"Your delivery time frames"Preorders, made-to-order goods, programs delivered over months
"higher than average number of returns, chargebacks, claims or disputes"Claims rising after a new offer or traffic source

PayPal's guide adds one more: "Whether you are selling products or services in advance (preselling orders)"3PayPal Business Resource Center, The why and what of account reserves, November 17, 2025, read November 3, 2026. Event organizers are a named case: PayPal says it keeps a reserve because events "have to be canceled" more than you'd expect4PayPal Business Resource Center, Why is your PayPal money on hold, May 13, 2024, read November 3, 2026.

How long a PayPal reserve lasts

It depends on the type. The terms come in PayPal's notice, and you can also find them in your account3PayPal Business Resource Center, The why and what of account reserves, November 17, 2025, read November 3, 2026.

Watch out

A 180-day review is not a 180-day release. PayPal's guide says reserves "may be a necessity throughout your relationship with PayPal", and "you might never be able to fully remove a reserve from your account"3PayPal Business Resource Center, The why and what of account reserves, November 17, 2025, read November 3, 2026.

How to get a PayPal reserve lowered or released

PayPal publishes no appeal form for reserves. For information, it points you to the Resolution Center or "the instructions in our email notice"1PayPal, User Agreement (US), sections Holds, Limitations, and Reserves and Closing Your PayPal Account, last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. What moves a review, by PayPal's own words, is "positive changes to key areas such as performance, industry, claims reduction"3PayPal Business Resource Center, The why and what of account reserves, November 17, 2025, read November 3, 2026.

  1. Read the terms in the notice and in your balance "on hold": type, rate or amount, release dates3PayPal Business Resource Center, The why and what of account reserves, November 17, 2025, read November 3, 2026.
  2. Fix what PayPal measures. Ship promptly with valid tracking, answer buyers early, avoid long refund times3PayPal Business Resource Center, The why and what of account reserves, November 17, 2025, read November 3, 2026.
  3. Get complaints under 1% of sales, the level PayPal's guides recommend3PayPal Business Resource Center, The why and what of account reserves, November 17, 2025, read November 3, 2026.
  4. Prepare your file: "financial statements and other documentation", which you agreed to provide on request1PayPal, User Agreement (US), sections Holds, Limitations, and Reserves and Closing Your PayPal Account, last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. Add statements from other processors and delivery proof.
  5. Ask before the review through the Resolution Center or the notice instructions1PayPal, User Agreement (US), sections Holds, Limitations, and Reserves and Closing Your PayPal Account, last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. Ask for a lower rate or a shorter window first.
  6. Check after each review. "If your business improves, we may lower or remove your reserve"2PayPal Help, What are reserves?, read November 3, 2026 on the Wayback Machine copy of March 31, 2026.

Built from PayPal's User Agreement and guides. PayPal decides each review.

Don't open another PayPal account to receive sales while the reserve runs. Circumventing "account holds, limitations or restrictions" that way is a restricted activity under the User Agreement1PayPal, User Agreement (US), sections Holds, Limitations, and Reserves and Closing Your PayPal Account, last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.

When you stop using PayPal

The reserve doesn't end the day you stop selling. PayPal: "if you go out of business or stop processing PayPal payments, we'll use any reserve to cover future payment reversals"2PayPal Help, What are reserves?, read November 3, 2026 on the Wayback Machine copy of March 31, 2026.

the last sales still need their window

Illustrative example: $60,000 a month, 10% rolling reserve, 90-day window. PayPal uses the reserve to cover reversals first.

Two rules matter here. You can't close the account while it is "subject to a hold, limitation or reserve", or has an open dispute1PayPal, User Agreement (US), sections Holds, Limitations, and Reserves and Closing Your PayPal Account, last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. And you remain liable for reversals after closing1PayPal, User Agreement (US), sections Holds, Limitations, and Reserves and Closing Your PayPal Account, last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. Keep the account open, answer every claim, and plan the move with how to migrate away from PayPal.

Frequently asked questions

How long does PayPal hold a reserve?

For a rolling reserve, the window in your notice: PayPal's example is 90 days, so day 1 sales come back on day 91. Minimum and jumpstart reserves have no set end: PayPal reviews them within every 180 days. Some reserves are never fully removed.

Will I get my PayPal reserve back?

Yes, minus what it covers. The money "is still yours", and rolling reserves are released on schedule. If you stop processing PayPal payments, PayPal first uses the reserve "to cover future payment reversals". You stay liable for reversals beyond it.

Can I get a PayPal reserve removed?

Sometimes. PayPal says reserves "may be eligible for the reduction or removal with positive changes" to performance, industry or claims. It reviews within every 180 days. Cut claims below 1% of sales, upload tracking, and ask through the Resolution Center or the notice.

What percentage does PayPal hold in reserve?

PayPal doesn't publish a standard rate. Its examples use 10% for 90 days and 5% for 60 days. The real terms are set "on a case-by-case basis" from your history, industry, claims, credit and delivery times. Your notice and your balance "on hold" show your figures.

What is a PayPal jumpstart reserve?

A reserve taken at once from your available balance. PayPal's example: with $20,000 in the account and a $10,000 jumpstart reserve, "we move $10K to reserves straight away". It appears in PayPal's guide, not in the User Agreement, which calls a one-time amount an upfront reserve.
