PayPal for High-Risk Businesses: Rules, Limitations and Holds

How PayPal treats high-risk businesses: its policy, what it watches, every account state from payment review to closure, and what to do at each step.

Article summary

TL;DR

PayPal doesn't run a separate high-risk program. Its US policy prohibits some businesses, requires pre-approval for 18 activities, and reviews everyone else on live sales. When risk rises, it can hold a payment, limit the account, set a reserve, hold the balance up to 180 days, raise dispute fees or close the account. Keep a second processor ready.

  • PayPal's US Acceptable Use Policy was last updated October 29, 2022, and its pre-approval chart lists 18 categories that are "not intended to be an exhaustive list".
  • Risk-based holds "generally remain in place for up to 21 days", or up to 180 days if the payment is disputed.
  • For restricted activities, PayPal can hold your balance "for up to 180 days", longer under a court order.
  • A dispute ratio of 1.5% or more, with over 100 sales in three months, moves every dispute from $15 to $30.
  • PayPal reviews reserves "within every 180 days" and warns you "might never be able to fully remove a reserve".

What "high risk" means at PayPal

PayPal sorts businesses into three groups through its Acceptable Use Policy, then keeps watching every account under its User Agreement.

Fig. 1Three answers PayPal's policy can give you

  1. Prohibited

    Listed activities you may not use PayPal for, from narcotics and weapons to get-rich-quick schemes.

  2. Pre-approval

    18 categories, such as telemedicine or prescription items, open only after PayPal says yes.

  3. Not listed

    Open by default, then reviewed on live sales, claims and chargebacks like every account.

none of them is final

PayPal Acceptable Use Policy (US), last updated October 29, 2022; User Agreement (US), last updated September 14, 2026.

The pre-approval step is easy to miss. PayPal prohibits transactions "involving any activity that requires pre-approval without having obtained said approval"1PayPal, Acceptable Use Policy (US), last updated October 29, 2022, read November 3, 2026 on the Wayback Machine copy of October 28, 2026. Selling a pre-approval category without the yes is a breach in itself. The full list, line by line: PayPal prohibited and restricted businesses.

A breach of the policy counts as a breach of the contract: "Violation of this Acceptable Use Policy constitutes a violation of the PayPal User Agreement"1PayPal, Acceptable Use Policy (US), last updated October 29, 2022, read November 3, 2026 on the Wayback Machine copy of October 28, 2026.

What PayPal's agreement lets it do

If PayPal believes you've engaged in a restricted activity, its User Agreement lists what it can do "at any time in our sole discretion"2PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026:

  • Limit, suspend or close the account, "immediately and without penalty to us";
  • Hold your balance "for up to 180 days if reasonably needed to protect against the risk of liability or if you have violated our Acceptable Use Policy";
  • Suspend Seller Protection, and recover amounts it covered in the previous 30 calendar days;
  • Charge High Volume dispute fees "for all current and future disputes irrespective of your dispute ratio or sales volumes";
  • Contact your buyers, your bank or card issuer, or law enforcement.

It can also end the relationship without a trigger:

PayPal, in its sole discretion, reserves the right to suspend or terminate this user agreement [...] for any reason and at any time upon notice to you

PayPal User Agreement (US), last updated September 14, 2026

Prices can move with risk too. For its card payment services, PayPal's fee page lets it raise the percentage part of your fees, "Up to 5.00% per transaction", after 30 days' notice, if your account receives "a disproportionately higher number of customer complaints, reversals, chargebacks, claims"3PayPal, Merchant fees (US), last updated October 1, 2026, read November 3, 2026. How to stay in good standing on PayPal

  1. Check the policy before you launch. If your activity is on the pre-approval chart, get the yes from PayPal's Sales team first1PayPal, Acceptable Use Policy (US), last updated October 29, 2022, read November 3, 2026 on the Wayback Machine copy of October 28, 2026.
  2. Publish the pages PayPal requires: customer service contact details, a refunds and returns policy, and a privacy policy where the law requires one2PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.
  3. Ship fast and upload tracking. PayPal may release a hold early "if you've uploaded shipment tracking information"2PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.
  4. Keep complaints under 1% of sales, PayPal's own target, and well under the 1.5% dispute fee line2PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 20265PayPal Business Resource Center, Why is your PayPal money on hold, May 13, 2024, read November 3, 2026.
  5. Warn PayPal before a launch or a new product line. Rapid volume growth and a new or high-cost product type are named triggers2PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.
  6. Answer every request quickly. You agree to provide "financial statements and other documentation" when asked2PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.
  7. Keep a second, declared processor live so one review doesn't stop every sale. See multiple merchant accounts.

Built from what PayPal says it reviews. None of it guarantees an outcome.

If you offer PayPal at checkout, read its display rule. You agree not to "exhibit a preference for other payment methods over PayPal", and to show PayPal's marks "at least as prominently" as other methods2PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.

Never open a new account to get around a limitation. The User Agreement lists "attempting to open new or additional PayPal account(s)" when an account is restricted as a way to circumvent PayPal's decisions2PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.

The same section prohibits any use of PayPal that card networks see as "a violation of card association or network rules"2PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. Tagada follows Visa and Mastercard rules and the laws that apply to payments.

Frequently asked questions

Does PayPal allow high-risk businesses?

Some. PayPal prohibits listed activities, requires pre-approval for 18 categories, and reviews every other account on live sales. It publishes no separate high-risk program. A business in a sensitive category stays exposed to holds, limitations, reserves and closure, even when its product isn't named.

Why is PayPal holding my money?

It depends on the notice: a payment review, a risk-based hold of up to 21 days, a disputed payment, a limitation, a reserve or a restricted activity. The clocks differ, from 21 days to 180 days or more under a court order. Our money on hold guide sorts them.

What dispute rate is too high for PayPal?

PayPal publishes one line: at a dispute ratio of 1.5% or more, with more than 100 sales in the previous three months, each dispute costs $30 instead of $15. Its guides ask you to keep complaints below 1% of sales. Above either, expect a review.

Can I use PayPal and another processor at the same time?

Yes. Many merchants offer PayPal next to a card processor. Two rules apply: show PayPal at least as prominently as other methods, and never open extra PayPal accounts to get around a limitation. Declare what you sell to each provider, and don't split volume to stay under a threshold.

What happens if PayPal closes my account?

PayPal makes "any unrestricted funds" available for withdrawal. If it found a restricted activity, it can hold the balance for up to 180 days first. You stay liable for later reversals and chargebacks. Full steps: PayPal closed your account.
