PayPal Declined Payments: Codes and Fixes
PayPal declined your customer's payment? Who said no, what INSTRUMENT_DECLINED, 0500, 10486 and other codes mean, and what to do for each one.
Article summary
TL;DR
Most PayPal declines come from the buyer's bank or the buyer's PayPal account, not from your store. PayPal's checkout returns a code such as INSTRUMENT_DECLINED: restart the flow so the buyer picks another funding source. Some declines are yours: payment receiving preferences that block buyers, a payment under review, or a limited account.
- PayPal's developer guide says to answer INSTRUMENT_DECLINED by prompting "the buyer to select a different payment method" and restarting the flow with `actions.restart()`.
- Card declines carry a processor code, such as 0500 for DO_NOT_HONOR, among 154 values in PayPal's Orders v2 API.
- Visa's payment advice code 02 means the cardholder stopped one recurring payment: "The merchant must NOT resubmit the same transaction".
- Your own preferences can block buyers without a confirmed address, in other countries, or paying in a currency you don't hold.
- Visa allows up to 20 reattempts in 30 days, and none after a category 1 decline.
On this page
This page covers PayPal's codes and tools. For Visa's two-digit codes and retry categories at any processor, see declined payments: decline codes and retry rules. More PayPal guides are in the PayPal hub.
Who declined the payment
Four parties can say no on a PayPal payment. The code tells you which one, and that tells you what to do.

PayPal checkout codes (Orders v2)
If you use PayPal's current checkout, the Orders v2 API returns a named error. Here are the ones tied to declines, with PayPal's own guidance1PayPal Developer, Handling payment failures with PayPal, read November 3, 2026.
| Code | What PayPal says it means | What PayPal says to do |
|---|---|---|
| INSTRUMENT_DECLINED | "Payment method was declined." | Prompt another payment method; restart with actions.restart() |
| CARD_EXPIRED | "Card is expired." | Ask for a new card |
| REDIRECT_PAYER_FOR_ALTERNATE_FUNDING | "Funding source failed, alternate source needed." | Prompt another payment method |
| PAYER_CANNOT_PAY | "The payer is unable to pay using the selected payment method." | Another method, or the buyer contacts PayPal |
| TRANSACTION_REFUSED | "The transaction was refused by the processor." | Another method, or the buyer contacts the bank |
| PAYMENT_DENIED | "The payment was denied by PayPal." | Investigate; contact PayPal support if needed |
| MAX_NUMBER_OF_PAYMENT_ATTEMPTS_EXCEEDED | "Too many failed attempts." | Another method, or PayPal support |
| INVALID_ACCOUNT_STATUS | The payer's account is "locked or inactive" | Buyer contacts PayPal support |
Restarting matters. actions.restart() "restarts the payment flow so the buyer can select a different funding source"1PayPal Developer, Handling payment failures with PayPal, read November 3, 2026, instead of sending them back to an empty cart. Some failures arrive later: PayPal recommends webhooks such as PAYMENT.CAPTURE.DENIED to catch them1PayPal Developer, Handling payment failures with PayPal, read November 3, 2026.
Card decline codes on PayPal
When a card is charged through PayPal's card fields, the response includes a processor_response. Two fields matter2PayPal Developer, Orders v2 API, processor_response definition, read November 3, 2026.
Fig. 2Three layers of a PayPal card decline
response_code
The processor's answer, such as 0500 DO_NOT_HONOR or 0580 UNAUTHORIZED_TRANSACTION.
payment_advice_code
Visa's or Mastercard's instruction: retry later, update the card, or stop.
cvv_code and avs_code
Whether the security code and address matched.
read them in this order
Examples of response_code values PayPal lists2PayPal Developer, Orders v2 API, processor_response definition, read November 3, 2026:
- 0000 APPROVED
- 00N7 CVV2_FAILURE_POSSIBLE_RETRY_WITH_CVV
- 0100 REFERRAL
- 0390 ACCOUNT_NOT_FOUND
- 0500 DO_NOT_HONOR
- 0580 UNAUTHORIZED_TRANSACTION
The payment_advice_code is the one that tells you whether to retry. PayPal relays the networks' wording2PayPal Developer, Orders v2 API, processor_response definition, read November 3, 2026:
| Advice code | Visa | Mastercard |
|---|---|---|
| 02 | Cardholder stopped one recurring payment: "The merchant must NOT resubmit the same transaction" | "Over credit limit or insufficient funds. Retry the transaction 72 hours later." |
| 03 | Cardholder stopped all recurring payments: "Stop recurring payment requests." | "Account closed as fraudulent." Get another payment method |
| 21 | "All recurring payments were canceled for the card number requested." | Cardholder couldn't cancel through the merchant: stop requests |
| 24 to 29 | Not used by Visa | Retry after 1 hour, 24 hours, 2, 4, 6 or 8 days |
A Visa 02 still lets you bill the next period; a 03 or 21 doesn't2PayPal Developer, Orders v2 API, processor_response definition, read November 3, 2026. Treat them as cancellations, not as failed cards.
Older integrations: NVP and Express Checkout codes
Classic integrations return five-digit codes. Two common ones3PayPal Help Center (US), Why did I get API error code 10486?, read November 3, 2026 on the Wayback Machine copy of April 26, 20264PayPal Help Center (US), Why did I get API error code 13113?, read November 3, 2026 on the Wayback Machine copy of May 20, 2026:
- 10486: "A buyer's PayPal Express Checkout payment failed due to a card-issuing bank denial", for example the card limit. PayPal's fix: send the buyer back to PayPal to choose or add another funding source, which avoids "a checkout loop"3PayPal Help Center (US), Why did I get API error code 10486?, read November 3, 2026 on the Wayback Machine copy of April 26, 2026.
- 13113: "The buyer's payment method was denied, or they can't make a payment due to an issue with their account"4PayPal Help Center (US), Why did I get API error code 13113?, read November 3, 2026 on the Wayback Machine copy of May 20, 2026. The buyer needs to sort it out with PayPal.
PayPal's general advice for a card it refused: if the customer has the card in their PayPal account, invoice them or use a PayPal account payment flow; otherwise ask for another card. If the bank needs to verify, "the customer must contact the bank for approval"5PayPal Help Center (US), Why was my customer's credit card declined?, read November 3, 2026 on the Wayback Machine copy of February 4, 2024.
Declines you caused yourself
Check your side before blaming the bank. Three causes sit in your account.
Payment receiving preferences. A Business account can block payments automatically6PayPal Help Center (US), What are Payment Receiving Preferences and how can I set them?, read November 3, 2026 on the Wayback Machine copy of January 9, 2026:
- from customers who don't have a confirmed address;
- sent in a currency you don't hold;
- for duplicate invoice IDs;
- from customers in other countries.
If buyers from one country all fail, start here. The setting is under your account's payment preferences6PayPal Help Center (US), What are Payment Receiving Preferences and how can I set them?, read November 3, 2026 on the Wayback Machine copy of January 9, 2026.
Payment review. When PayPal judges a transaction high-risk, it holds it and asks you "to delay shipping", then completes or cancels it7PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. A cancelled review looks like a decline to the buyer. See PayPal money on hold.
A limited account. A limitation can stop parts of your account until you complete PayPal's steps7PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026. See PayPal account limited.
Example
A US store starts selling to Canada and sees every Canadian PayPal payment fail. The bank isn't involved: "Block payments from customers in other countries" is switched on6PayPal Help Center (US), What are Payment Receiving Preferences and how can I set them?, read November 3, 2026 on the Wayback Machine copy of January 9, 2026. Illustrative case.
Retrying without breaking the rules
Fewer retries than you think. Braintree, PayPal's card platform, notes that repeated attempts inflate your decline ratio and that Visa and Mastercard now charge fees for excessive retries8Braintree Support, Declines, read November 3, 2026. It calls "about 10% of your transactions" an acceptable decline ratio, depending on industry8Braintree Support, Declines, read November 3, 2026.
- Visa: up to 20 reattempts in 30 days for categories 2 to 4, and none after a category 1 decline such as a lost, stolen or closed account9Visa Core Rules and Visa Product and Service Rules, sections 1.7.2.1 and 7.3.6.3, edition October 24, 2026.
- Don't alter the request to force it through. Visa's rules say a merchant that reattempts "must not intentionally manipulate any data elements from the original Authorization Request"9Visa Core Rules and Visa Product and Service Rules, sections 1.7.2.1 and 7.3.6.3, edition October 24, 2026.
- PayPal subscriptions have their own retries: PayPal "uses a proprietary algorithm to determine the best time to retry the payment", and you can retry manually from the dashboard or the API1PayPal Developer, Handling payment failures with PayPal, read November 3, 2026.
- Another processor doesn't reset the count. A card declined on PayPal and charged again elsewhere is still a reattempt for Visa9Visa Core Rules and Visa Product and Service Rules, sections 1.7.2.1 and 7.3.6.3, edition October 24, 2026.
Tagada follows Visa and Mastercard rules and the laws that apply to payments. Spacing and schedules: smart retries. Failed renewals: subscription payment failures.
What to tell the customer
Keep it short and give them a way to pay. PayPal's guidance boils down to four messages1PayPal Developer, Handling payment failures with PayPal, read November 3, 20264PayPal Help Center (US), Why did I get API error code 13113?, read November 3, 2026 on the Wayback Machine copy of May 20, 20265PayPal Help Center (US), Why was my customer's credit card declined?, read November 3, 2026 on the Wayback Machine copy of February 4, 2024:
- "Your payment method was declined. Please try another one." Then restart the PayPal flow1PayPal Developer, Handling payment failures with PayPal, read November 3, 2026.
- "Your bank may need to approve this payment." For verification declines5PayPal Help Center (US), Why was my customer's credit card declined?, read November 3, 2026 on the Wayback Machine copy of February 4, 2024.
- "Please check your PayPal account or contact PayPal." For account issues such as 131134PayPal Help Center (US), Why did I get API error code 13113?, read November 3, 2026 on the Wayback Machine copy of May 20, 2026.
- Offer another way to pay, such as a card form next to the PayPal button.
Never ask a buyer to pay you as "friends and family" to get around a decline: PayPal's agreement forbids it for sales7PayPal User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine copy of October 26, 2026.
