Does PayPal Allow Dropshipping?

PayPal's policy doesn't name dropshipping. The one line that comes close, why dropshipping payments get held, and the tracking PayPal needs to release them.

Article summary

TL;DR

PayPal's Acceptable Use Policy doesn't name dropshipping. One line comes close: it prohibits transactions "for the sale of certain items before the seller has control or possession of the item", without saying which items. In practice, dropshipping stores meet holds of up to 21 days, tracking requirements and claims over late parcels, not a stated ban.

  • PayPal's Acceptable Use Policy, last updated October 29, 2022, contains no mention of dropshipping.
  • It prohibits sales of "certain items before the seller has control or possession of the item" and doesn't list those items.
  • Risk-based holds generally last up to 21 days; PayPal releases them about 24 hours after a carrier confirms delivery.
  • Seller Protection requires shipping to the address on the Transaction Details page, with online tracking and "delivered" status.
  • Buyers can open an "Item Not Received" dispute up to 180 days after paying.

  1. Fits PayPal's policy

Generic products sold under your own brand, safe, shipped with tracking and real delivery times.

  2. Prohibited everywhere

  3. Unclear: ask PayPal

Items you sell before you or your supplier have them in stock, such as preorders on a supplier's promise.

The "control or possession" line

It's the line every dropshipper should read. PayPal's policy lists it among prohibited activities: transactions that "are for the sale of certain items before the seller has control or possession of the item"1PayPal Acceptable Use Policy, last updated October 29, 2022, read November 3, 2026.

are for the sale of certain items before the seller has control or possession of the item

PayPal Acceptable Use Policy, last updated October 29, 2022

PayPal doesn't say which items. We found no PayPal document, in the policy, the User Agreement or Seller Protection, that applies it to dropshipping as a model1PayPal Acceptable Use Policy, last updated October 29, 2022, read November 3, 20262PayPal User Agreement, last updated September 14, 2026, read November 3, 20263PayPal's Seller Protection Program, last updated January 26, 2026, read November 3, 2026. Seller Protection does handle the case of goods not yet made or in stock: for "pre-ordered or made-to-order goods, you must ship within the timeframe you specified in the listing"3PayPal's Seller Protection Program, last updated January 26, 2026, read November 3, 2026.

That's our reading, not PayPal's wording. If your supplier holds the stock and ships on order, describe the model to PayPal in your business details. If you sell items nobody holds yet, ask PayPal in writing before launch.

Why PayPal holds dropshipping payments

Because new stores, fast growth and slow parcels are exactly what PayPal's hold rules target. Among common cases, the User Agreement lists "New sellers or sellers who have limited selling activity" and "Sellers who have performance issues, or a high rate of buyer dissatisfaction or disputes"2PayPal User Agreement, last updated September 14, 2026, read November 3, 2026.

"Risk-based holds generally remain in place for up to 21 days from the date the payment was received"2PayPal User Agreement, last updated September 14, 2026, read November 3, 2026. They can last longer, up to 180 days, if the payment is disputed2PayPal User Agreement, last updated September 14, 2026, read November 3, 2026.

tracking is the fastest exit

PayPal's help page gives the exit: add tracking from "one of our approved shipping carriers, and we'll release the hold approximately 24 hours after the courier confirms delivery to the buyer's address"5PayPal Help Center, How can I release my payment(s) on hold? (HELP129), read November 3, 2026. "In rare cases," it may still hold the payment for up to 21 days, for example after "an unusual change in your selling patterns"5PayPal Help Center, How can I release my payment(s) on hold? If the account itself is limited, the steps differ: PayPal account limited.

Tracking and Seller Protection

Seller Protection decides who pays when a buyer says the parcel never came. For a dropshipped order, three of its requirements need care3PayPal's Seller Protection Program, last updated January 26, 2026, read November 3, 2026.

RequirementWhat PayPal says3PayPal's Seller Protection Program, last updated January 26, 2026, read November 3, 2026Dropshipping risk
Shipping addressShip "to the shipping address on the Transaction Details page"; a later redirect voids eligibilitySupplier ships to an address copied by hand, or the buyer asks for a change
Proof of delivery"An online and verifiable tracking number", "Date of delivery and 'delivered' status", matching addressBudget carriers whose tracking stops at the border
International carriers"ensure, especially when shipping goods internationally, that your carrier can provide 'delivered' status at the correct address"Overseas suppliers on untracked lines
Shipping timeShip preorders within the stated timeframe; otherwise "recommended that you ship all items within 7 days after receipt of payment"Supplier lead times
Not covered"Significantly Not as Described" claims; "Item Not Received claims filed by your buyer directly with their card issuer"Quality complaints and card chargebacks

Watch out

A tracking number that shows "shipped" but never "delivered" is proof of shipment, not proof of delivery. For an "Item Not Received" claim, PayPal requires proof of delivery3PayPal's Seller Protection Program, last updated January 26, 2026, read November 3, 2026.

Shipping times, claims and reserves

A late parcel is a claim waiting to happen. On PayPal, a buyer can open an "Item Not Received" dispute within 180 days of payment4PayPal's Purchase Protection Program, last updated January 26, 2026, read November 3, 2026.

On a card, Visa lets them dispute up to 120 days after the expected delivery date, capped at 540 days after processing (condition 13.1)8Visa Core Rules and Visa Product and Service Rules, edition of October 24, 2026, dispute condition 13.1. Tagada follows Visa and Mastercard rules and the laws that apply to payments.

Delivery time is also a reserve criterion. PayPal lists "Your delivery time frames" and "higher than average number of returns, chargebacks, claims or disputes" among its factors2PayPal User Agreement, last updated September 14, 2026, read November 3, 2026. Its reserve guide adds "whether there are extended delivery timeframes"6PayPal, The why and what of account reserves, November 17, 2025, read November 3, 2026.

Frequently asked questions

Does PayPal allow dropshipping?

PayPal's Acceptable Use Policy doesn't name dropshipping. It prohibits counterfeits, infringing items and unsafe products, and sales of "certain items before the seller has control or possession of the item", without listing those items. Stores selling safe, generic products with tracked delivery fit the written rules.

Why is PayPal holding my dropshipping money?

New sellers and sellers with many disputes are common hold cases. Risk-based holds generally last up to 21 days. Add tracking from an approved carrier and PayPal releases the money about 24 hours after delivery is confirmed. A disputed payment can stay held up to 180 days.

Do I need tracking for PayPal dropshipping?

For Seller Protection, yes. PayPal requires an online, verifiable tracking number with "delivered" status at the address on the Transaction Details page. Tracking also releases held payments faster. Check that your supplier's carrier shows delivery in the buyer's country.

Why did PayPal limit my dropshipping account?

PayPal names an unusually high number of claims and chargebacks, a rapid rise in sales volume and policy breaches among limitation reasons. For dropshipping, late parcels and "not received" claims are the usual path. The notice tells you what PayPal needs to lift it.

Can I use a personal PayPal account for dropshipping?

No. The User Agreement says an account opened "primarily for business or commercial activity" must be a business account, "even if your business is not incorporated". If a personal account is mainly used for business, PayPal may close it unless you convert it to a business account.
