What PayPal's policy says about digital products

Fits PayPal's policy
Your own ebooks, templates, presets, software and music, described as sold.
Prohibited
Stolen or pirated files, infringing content, "get rich quick" kits.
Pre-approval first
File sharing, adult content, live streaming, virtual currencies, NFTs, marketplaces.
Without approval, a category that needs it is prohibited: the policy bars "any activity that requires pre-approval without having obtained said approval"1PayPal Acceptable Use Policy, last updated October 29, 2022, read November 3, 2026. Gift cards and other stored value fall under the payment facilitator category, which also needs approval1PayPal Acceptable Use Policy, last updated October 29, 2022, read November 3, 2026.
Seller Protection for digital goods
It applies, under conditions. You will read that PayPal's Seller Protection excludes digital goods. The US program, updated January 26, 2026, has a section called "Intangible Goods Additional Requirements"2PayPal's Seller Protection Program, last updated January 26, 2026, read November 3, 2026.
For intangible or digital goods, proof of shipment or delivery means compelling evidence to show the item was delivered or the purchase order was fulfilled.
| Point | What PayPal says2PayPal's Seller Protection Program, last updated January 26, 2026, read November 3, 2026 |
|---|---|
| Basic requirements | The item must be physical, "except for items subject to the Intangible Goods Additional Requirements"; your account's primary address must be in the US |
| Proof that counts | "a system of record showing the date the item was sent" and that it was "Electronically sent to the recipient, including the recipient's address (email, IP, etc.)" or "Received or accessed by the recipient" |
| Unauthorized transaction claims | PayPal must have marked the intangible transaction "eligible", or told you so in writing |
| Not covered | "Significantly Not as Described" claims |
| Not covered | "Item Not Received claims filed by your buyer directly with their card issuer" |
| Not covered | Gift cards and pre-paid cards; NFTs above $10,000, and below it except unauthorized claims |
The exclusions matter more than the coverage. A buyer who says "the file wasn't what you described" is outside Seller Protection, whatever your download logs show.
Watch out
A link emailed once proves the item was sent. A login or download log, with time and IP, proves it was "Received or accessed by the recipient". Keep both2PayPal's Seller Protection Program, last updated January 26, 2026, read November 3, 2026.
Holds on digital sales
Digital sales can be held like any other. PayPal lists "New sellers or sellers who have limited selling activity" among common hold cases, and risk-based holds generally last up to 21 days5PayPal User Agreement, last updated September 14, 2026, read November 3, 2026.
Fig. 1Releasing a held payment for a digital product
- Find the held payment in your PayPal activity and click "Get your money".
- Choose "Service or virtual product", not "Product", since there's nothing to track.
- Set the order status to Completed once the buyer has the file or access.
- Wait 7 days. PayPal releases the hold "7 days after you confirm the order status as Completed".
no tracking number, so the order status does the work
PayPal's own example is "piano lessons, or an e-book"4PayPal Help Center, How can I release my payment(s) on hold? (HELP129), read November 3, 2026. "In rare cases," it may still hold the payment up to 21 days, for instance after "an unusual change in your selling patterns"4PayPal Help Center, How can I release my payment(s) on hold? So the product page is your best defense. Say what the file is, its format, its size or length, and what the buyer gets access to. Card disputes on digital goods
When the buyer paid by card and disputes with their bank, Visa's rules apply. For a card-absent fraud dispute on digital goods, Visa accepts a description of the goods and the date they were provided7Visa Core Rules and Visa Product and Service Rules, edition of October 24, 2026, table 11-7 and dispute condition 13.5.
It also wants 2 or more of these: IP address, device ID, the buyer's name and email linked to their profile, a verified login before the purchase, an access on or after the purchase, or the same device and card in an undisputed earlier transaction7Visa Core Rules and Visa Product and Service Rules, edition of October 24, 2026, table 11-7 and dispute condition 13.5.
Fig. 2What to log on every digital sale
- At checkout: IP address, device ID, email and name tied to the account.
- At delivery: time the link or access was sent, and to which address.
- After delivery: each download, login and page opened, with time and device.
- On every order: the product description shown before payment.
the same log serves PayPal and Visa
Visa also lets buyers dispute digital goods bought through a trial or introductory offer when they were "not clearly advised of further Transactions" (condition 13.5)7Visa Core Rules and Visa Product and Service Rules, edition of October 24, 2026, table 11-7 and dispute condition 13.5. It costs less below roughly $27 and more above it, so it suits catalogs of low-price files. Fees across processors: processing fees.
