Stripe Fees for High-Risk Businesses

Stripe has no published high-risk rate. The extra cost comes from disputes, fraud tools, network fines, reserves and slower payouts. A month worked out.

Article summary

TL;DR

Stripe doesn't publish a high-risk rate. In the US, an accepted account pays the same 2.9% + 30¢ per domestic card payment as anyone else. The extra cost of risk shows up elsewhere: $15 per dispute plus $15 to fight it, fraud and prevention tools, network fines passed on, a reserve, and slower payouts.

  • Stripe's US price is 2.9% + 30¢ per domestic card payment, +1.5% for international cards and +1% for currency conversion, with no setup or monthly fee.
  • Each dispute costs $15 on arrival; countering costs $15 more, returned only if you win.
  • Dispute prevention costs $15 per Visa resolution and $29 per Mastercard resolution.
  • Stripe's first payout typically lands in 7 to 14 days, "depending on your industry, country of operation, and risk level".
  • Card network fines for excessive disputes or fraud reach the merchant through Stripe.

Does Stripe charge high-risk businesses more?

Not through a published surcharge. Stripe's pricing page lists one standard rate and a custom option "for businesses with large payments volume or unique business models", which can include IC+ pricing, volume discounts and country-specific rates1Stripe, Pricing and fees (United States), page as captured October 18, 2026, read November 2, 2026. Nothing on the page is labeled high risk.

The difference is elsewhere. Stripe's own guide says high-risk merchant accounts generally carry higher fees, stricter contract terms and often a rolling reserve2Stripe, High-risk merchant accounts explained, updated June 10, 2024. On Stripe, the equivalent levers sit in its terms: a reserve, a changed payout schedule, or delayed payouts when risk rises5Stripe Services Agreement, Service Terms: Stripe Payments Terms sections 5.3 to 5.5, modified September 28, 2026.

And if your business is on Stripe's prohibited list, there is no price at all: see Stripe prohibited businesses.

The costs that rise with risk

They're priced per event, so they grow with your dispute and fraud levels, not with your volume. High-risk categories simply produce more events.

The cost you don't see on the invoice: cash held

A reserve isn't a fee, but money you can't spend on stock or ads costs you all the same. On Stripe, it shows up in two ways.

How Stripe reserves work and how to get them released: Stripe reserves.

A month on Stripe, worked out

The effective rate is every fee in a month divided by card sales. Here it is for a subscription brand with a dispute problem.

Line, one monthAmount
Card sales$50,000 from 1,000 orders
Base fee, 2.9% + 30¢$1,450 + $300
International cards, 1.5% on $10,000$150
Currency conversion, 1% on $5,000$50
Stripe Billing, 0.7% on $30,000 of renewals$210
8 disputes received, $15 each$120
6 countered, 3 won: 3 × $15 kept by Stripe$45
Total fees$2,325
Effective rate4.65%

Example

These are illustrative assumptions, not a quote. The 3 lost disputes also cost the sales themselves, $150 here. And 8 disputes on 1,000 payments is 0.8% dispute activity, above the 0.75% that Stripe's docs say the industry treats as excessive12Stripe Docs, Measuring disputes, read November 2, 2026. That's when a reserve or a payout change becomes likely4Stripe Support, Reserves FAQ, read October 27, 20265Stripe Services Agreement, Service Terms: Stripe Payments Terms sections 5.3 to 5.5, modified September 28, 2026.

If Stripe then set a 10% rolling reserve held 90 days, about three months of it would be locked at any time:

Stripe or a high-risk merchant account?

Stripe looks cheaper on the rate card. A high-risk account prices the risk upfront, in a rate, a monthly fee and a stated reserve. The figures below are those processors' own, not Tagada's.

Verdict

Stripe is the cheaper rate if your category is allowed and your dispute activity stays well under 0.75%. Above that, the reserve, the payout delays and the risk of a review weigh more than the rate. Many high-risk brands keep both: Stripe for what it accepts, and an account that underwrites the rest.

Comparing two quotes line by line: high-risk processing fees.

Frequently asked questions

Does Stripe charge more for high-risk businesses?

Not through a published rate: an accepted US account pays 2.9% + 30¢ per domestic card payment like any other. The extra cost comes from dispute fees, prevention tools, network fines passed on, reserves and slower payouts, which Stripe's terms allow when risk rises.

How much does a Stripe dispute cost?

In the US, $15 when the dispute arrives, not returned. If you respond manually, $15 more, returned only if you win. Smart Disputes instead takes 30% of the amount on disputes you win. You also lose the disputed amount while the case runs, and for good if you lose.

Does Stripe have monthly fees?

Not on standard pricing: Stripe lists no setup, monthly or hidden fees for payments. Some products are paid separately, such as Stripe Billing at 0.7% of Billing volume on the pay-as-you-go plan, Instant Payouts at 1.5%, and Radar plans from $0.05 per screened transaction.

Can I negotiate Stripe's fees?

Yes, with volume. Stripe offers custom pricing for businesses with large payments volume or unique business models, including IC+ pricing, volume discounts and country-specific rates. A clean dispute history helps the conversation; a reserve is negotiated separately, through Stripe's risk team.

Is Stripe cheaper than a high-risk merchant account?

On the rate card, usually: 2.9% + 30¢ against published high-risk rates of 3.49% to 3.95% (PaymentCloud). But high-risk accounts state their reserve and accept your category under contract. On Stripe, a review can bring a reserve or a pause at any time.
