Stripe for High-Risk Businesses: Rules, Holds and Account Closures

How Stripe treats high-risk businesses: its lists, its reviews, every account state from restricted to closed, and what to do at each step.

Article summary

TL;DR

Stripe doesn't publish a separate "high-risk" program. It has a prohibited list, a restricted list that needs approval, and continuous reviews of every account. When risk rises, it can ask for documents, hold a payout, set a reserve, pause payouts for typically 120 days, or close the account. Know which state you're in, and keep a second processor ready.

  • Stripe's prohibited and restricted list was last updated September 22, 2026, and is "not an exhaustive list".
  • "Stripe reviews accounts continuously, with the frequency depending on the risk signals detected in day-to-day activity".
  • Stripe publishes a clock for each hold: 3 to 5 business days for documents, 14 days for a flagged payment, normally 30 to 90 days for a reserve.
  • Under its Unacceptable Risk Policy, updated July 29, 2026, Stripe typically pauses payouts for 120 days from its first email.
  • Its agreement, modified September 28, 2026, lets Stripe "close User's Stripe Account at any time".

What "high risk" means at Stripe

Stripe sorts businesses in three groups, then keeps watching every account.

Fig. 1Three answers Stripe can give your business

  1. Prohibited

    Stripe doesn't support it, except rare cases with explicit prior approval.

  2. Restricted

    Possible after extra due diligence: licenses, business model details. Approval can be revoked.

  3. Not listed

    Open by default, then reviewed on live payments like every account.

none of them is final

Stripe's FAQ says it might support some listed businesses "with explicit prior approval", but "Certain categories, including illegal products or services, are never eligible"2Stripe Support, Prohibited and Restricted Businesses List FAQs, read November 2, 2026. A restricted approval "may be modified or revoked by Stripe at any time"1Stripe, Prohibited and restricted businesses, last updated September 22, 2026, read November 2, 2026. Being allowed doesn't end the review. Stripe looks at your business model, processing history, reputation, financial stability, and what customers see: contact details, refund, cancellation and delivery policies, free trial terms3Stripe Support, Credit Account Review Process FAQ, read November 2, 2026.

What triggers a Stripe review

Stripe names its triggers in three places: its reserves FAQ, its credit review FAQ and its agreement.

Stripe's agreement sets no dispute rate that triggers action. Its docs give a benchmark instead: "the credit card processing industry standard recognizes dispute activity above 0.75% as excessive", and a sudden spike can trigger a monitoring program before that15Stripe Docs, Measuring disputes, read November 2, 2026. What Stripe's agreement lets it do

Once a trigger applies, the Stripe Payments Terms allow Stripe to7Stripe Services Agreement, Service Terms: Stripe Payments Terms sections 5.3 and 5.5, modified September 28, 2026:

  • "initiate Reversals" to cardholders;
  • "change the Payout Schedule or delay or cancel the payout of funds";
  • "establish, fund, use, and apply a Reserve";
  • "suspend or terminate User's ability to accept or process Transactions";
  • "refuse to (i) process Transactions, and (ii) act upon Refund instructions".

And it can end the relationship without a trigger:

Stripe may terminate this Agreement or close User's Stripe Account at any time

Stripe Services Agreement, General Terms, section 10.1, modified September 28, 2026

In Australia, the same clause requires 30 days' notice6Stripe Services Agreement, General Terms, section 10.1, modified September 28, 2026. Plan for it while things are calm: card data leaves Stripe only to a PCI DSS Level 1 processor, and subscriptions aren't part of the export13Stripe Docs, Request a payment data export, read November 2, 2026.

How to stay in good standing on Stripe

  1. Declare everything. Every product and offer, at sign-up and when it changes. Stripe asks to be told "immediately"1Stripe, Prohibited and restricted businesses, last updated September 22, 2026, read November 2, 2026.
  2. Publish the pages Stripe checks: contact details, refund, cancellation and delivery policies, trial terms3Stripe Support, Credit Account Review Process FAQ, read November 2, 2026.
  3. Warn Stripe before a launch. "an unexplainable sharp increase in processing volume" is a named reason for a reserve4Stripe Support, Reserves FAQ, read November 2, 2026.
  4. Ship fast and track it. Long delivery windows are another4Stripe Support, Reserves FAQ, read November 2, 2026.
  5. Answer every task the same day, and every dispute before its deadline.
  6. Keep a second, declared processor live so one review doesn't stop every sale. See multiple merchant accounts.

Built from what Stripe says it reviews. None of it guarantees an outcome.

Frequently asked questions

Does Stripe allow high-risk businesses?

Some. Stripe prohibits certain businesses, requires approval for restricted ones, and reviews everyone else on live payments. A restricted approval can be revoked. Stripe publishes no separate high-risk program, so a business in a sensitive category stays exposed to reviews, reserves and closures.

Why is Stripe holding my money?

It depends on the notice: a first payout, a flagged payment, missing verification, a settlement pause, a reserve, disputes or a risk action. Each has its own clock, from 14 days for a flagged payment to typically 120 days for a risk pause. Our funds on hold guide sorts them.

What dispute rate gets you banned on Stripe?

Stripe doesn't publish one. Its terms name "Excessive Disputes, Refunds or Reversals" as a trigger without a number, and its review FAQ cites a long stay in a card network monitoring program as a closure case. Figures quoted elsewhere aren't Stripe's.

Can I use Stripe and another processor at the same time?

Yes, as long as each processor knows what you sell through it. Don't split volume to stay under monitoring thresholds: Stripe lists "Evasion of card network chargeback monitoring programs" as a prohibited use. A declared second processor keeps sales going during a review.

What happens if Stripe closes my account?

Stripe typically pauses payouts for 120 days from its first email, then reviews the balance: release all or part, keep holding, or cancel the payout. Request your card data export to a PCI DSS Level 1 processor at once. Full steps: Stripe closed your account.
