Square for High-Risk Businesses: Rules, Holds and Deactivations

How Square treats high-risk and online businesses: its unsupported list, its reviews, every account state from held transfer to deactivation.

Article summary

TL;DR

Square has no high-risk program. It is a payment facilitator that signs you up fast, lists 31 unsupported businesses, then watches every payment. When risk rises, it can hold transfers, cap your volume, set a rolling reserve, defer payouts "temporarily or indefinitely", or deactivate the account. Online subscription and upsell models are where most high-risk sellers meet those limits.

  • Square's US Payment Terms, last updated July 30, 2026, list 31 unsupported businesses, including "(6) direct marketing or subscription offers or services" and "(13) up-sell merchants".
  • Square calls itself "a payment facilitator", not a bank. You share its merchant account; you don't get your own.
  • Square reviews accounts on a cycle that "ranges from between once a year to once a month".
  • It "may require a Reserve for any reason related to your use of the Services", and reviews reserves after "a minimum of six months".
  • The General Terms, updated October 27, 2026, let Square suspend or terminate an account "at any time for any reason". Appeals are "typically reviewed within 48 hours".

How Square decides who it supports

Square checks you lightly at sign-up and closely once you sell. That is the trade-off of a payment facilitator: you start fast, under Square's own agreements with banks and card networks1Square, Payment Terms (US), last updated July 30, 2026, read November 3, 2026.

Fig. 1Three answers Square can give your business

  1. Unsupported

    On the 31-line list in section 3 of the Payment Terms. Square won't process for it.

  2. Supported, with conditions

    Allowed, but under a reserve, a payment limit or underwriting when risk is higher.

  3. Supported

    Processes normally, and stays under continuous monitoring like every account.

Square has no approval tier for listed businesses

Square Payment Terms (US), last updated July 30, 2026; Square Support, read November 3, 2026.

Unlike Stripe, Square's US terms have no "restricted, with approval" list. A business is on the list or not1Square, Payment Terms (US), last updated July 30, 2026, read November 3, 2026. The full list, line by line: Square prohibited businesses.

Being supported doesn't end the review. Square says it "regularly monitors all transactions on the platform" and acts on violations "regardless of when the infraction is identified"3Square Support, Understand Square's business restrictions, read November 3, 2026. Bigger or riskier accounts go to an underwriter, who can ask for audited financial statements and the last three months of bank statements4Square Support, Review underwriting requirements with Square, read November 3, 2026.

What matters when you sell online with Square

Square is built for the counter, and its terms show it. Seven of the 31 lines target ways of selling at a distance, not products1Square, Payment Terms (US), last updated July 30, 2026, read November 3, 2026.

Line in section 3What it catches online
"(6) direct marketing or subscription offers or services"Auto-ship, continuity offers, subscription funnels
"(7) infomercial sales"Video-led offers sold off a TV or ad spot
"(8) internet/mail order/telephone order pharmacies…"Medication fulfilled after a remote consultation, "absent a physical visit"
"(10) inbound or outbound telemarketers"Phone sales teams
"(13) up-sell merchants"Funnels that add offers after the first purchase
"(20) high-risk products and services, including telemarketing sales"Anything Square judges high risk
"(24) internet/mail order/telephone order of age restricted products (e.g., tobacco)"Age-restricted goods shipped to the buyer

Square's help center confirms the last line: age-restricted products "may only be sold with a card-present swipe, dip, or tap payment"3Square Support, Understand Square's business restrictions, read November 3, 2026. The same product can be fine in your shop and a violation on your website.

What triggers a Square review

Square names its triggers across four help articles and its Payment Terms.

Square publishes no dispute rate that triggers action. Its terms let it act if it "believe[s] you might incur" excessive chargebacks, before any number is reached1Square, Payment Terms (US), last updated July 30, 2026, read November 3, 2026. More: Square chargeback thresholds.

Watch out

A payment limit doesn't hold money, it blocks sales. Once you reach it, "any additional transactions that your customers attempt will be declined"5Square Support, Learn about payment limits, read November 3, 2026. Square suggests a check or a wire for the excess.

What Square's terms let it do

Once risk appears, the Payment Terms allow Square to1Square, Payment Terms (US), last updated July 30, 2026, read November 3, 2026:

  • "defer payout or restrict access to your Proceeds, temporarily or indefinitely" during an investigation (section 12);
  • "withhold funds by temporarily suspending or delaying payouts" or require a Reserve (section 14);
  • withhold "the amount of the potential Chargeback" when it expects one (section 20);
  • establish "new processing fees", a Reserve, delayed payouts, or terminate the Payment Services for excessive chargebacks (section 21);
  • suspend or terminate your account if you refuse a request for invoices, ID, a business license or an inspection (section 9).

And it can end the relationship without a trigger:

We may terminate these General Terms or any Additional Terms, or suspend or terminate your Square Account or your access to any Service, at any time for any reason, including a violation of the Terms.

Square General Terms of Service (US), section 12, last updated October 27, 2026

Square says it will "take reasonable steps to notify you" by email or at your next sign-in2Square, General Terms of Service (US), last updated October 27, 2026, read November 3, 2026. Plan for it while things are calm.

How to stay in good standing on Square

  1. Describe your business exactly at sign-up and update it when you add products. A mismatch with "your stated business type" is a named trigger3Square Support, Understand Square's business restrictions, read November 3, 2026.
  2. Check the 31 lines against your sales model, not only your product: subscriptions, upsells and remote sales are listed1Square, Payment Terms (US), last updated July 30, 2026, read November 3, 2026.
  3. Answer information requests the same day. Transfers stay held until you do7Square Support, Troubleshoot missing transfers, read November 3, 20268Square Support, Manage information requests, read November 3, 2026.
  4. Keep sales regular. Sudden spikes in volume or ticket size lead to reserves and limits5Square Support, Learn about payment limits, read November 3, 20266Square Support, Manage payment reserves with Square, read November 3, 2026.
  5. Ship on time and keep proof. Square asks for "signed receipts, bank statements, or other forms of verification"3Square Support, Understand Square's business restrictions, read November 3, 2026.
  6. Keep a second, declared processor live so one review doesn't stop every sale. Never split volume to stay under a card network threshold11Visa Core Rules and Visa Product and Service Rules, section 12.5.3.2, edition April 18, 2026. See multiple merchant accounts.

Frequently asked questions

Does Square allow high-risk businesses?

Not as a category. Square lists 31 unsupported businesses, including "(20) high-risk products and services", and has no approval tier for them. Businesses it does support can still get a reserve, a payment limit or underwriting when Square sees higher risk.

Why did Square put a limit on my payments?

Square names four reasons: you're new, you have a high dispute rate, your processing is erratic, or you sell "High-risk goods or services". Limits run by month, quarter or year. Square emails you at 50% and 75% of the limit, and payments above it are declined.

Can Square close my account without warning?

Its terms allow it. The General Terms let Square suspend or terminate an account "at any time for any reason", with "reasonable steps" to notify you. If your deactivation email includes an appeal link, appeals are "typically reviewed within 48 hours". Next steps: Square deactivated your account.

Can I use Square and another processor at the same time?

Yes, if each processor knows what you sell through it. Don't split volume to stay under card network monitoring thresholds: Visa can assess the acquirer for it. A declared second processor keeps sales going during a review.

Is Square safer than a high-risk merchant account?

It's faster to open, not more stable. Square approves you as a payment facilitator and reviews you afterwards, on live payments. An underwritten account prices the risk upfront. Compare both in our high-risk merchant account guide.
