Payment Processors Compared for High-Risk Ecommerce: Stripe, PayPal, Shopify and Square
Stripe, PayPal, Shopify Payments and Square compared for high-risk ecommerce: bans, reserves, payouts, closures, card export and subscriptions.
Article summary
TL;DR
None of the four publishes a high-risk program. Each one opens your account fast, then reviews you on live payments, and each can hold funds or close the account under its terms. They differ on what they ban, how long they hold money, and whether your saved cards can leave. Pick by what you sell; keep a second, declared processor.
- Stripe's list was updated September 22, 2026; Square's terms July 30, 2026; PayPal's user agreement September 14, 2026; PayPal's Acceptable Use Policy dates from October 29, 2022.
- In the US, Shopify Payments runs on Stripe and PayPal, and their lists decide what it prohibits.
- PayPal can hold a balance "for up to 180 days"; Stripe typically pauses payouts 120 days after a risk action.
- Stripe and Square export saved cards to a PCI DSS Level 1 processor; we found no published procedure for Shopify Payments.
- Square lists "direct marketing or subscription offers or services" among the 31 businesses it doesn't support.

How the four treat high-risk businesses
All four work the same way: sign up in minutes, get reviewed later. Stripe says it may support listed businesses only after review; PayPal asks for pre-approval; Shopify and Square simply say no to listed categories1Stripe, Prohibited and restricted businesses (US English), last updated September 22, 2026, read November 3, 20268PayPal, Acceptable Use Policy (US), last updated October 29, 2022, read November 3, 2026 on the Wayback Machine capture of October 28, 202612Shopify Help Center, Shopify Payments eligibility, undated, read November 3, 202621Square, Payment Terms (US), last updated July 30, 2026, read November 3, 2026.
Verdict
Stripe gives the most published detail and a real approval path. PayPal has a formal pre-approval list. Shopify Payments adds its own exclusions on top of two processors. Square's list names the most ecommerce sales models.
What each one prohibits or restricts
Every list is "representative" or "not exhaustive". A business that isn't named can still be refused1Stripe, Prohibited and restricted businesses (US English), last updated September 22, 2026, read November 3, 202612Shopify Help Center, Shopify Payments eligibility, undated, read November 3, 202613Shopify Payments Terms of Service (US), read November 3, 2026.
- Stripe prohibits by category and restricts others, such as "Telemedicine and telehealth services" and "Online pharmacies, including SaaS platforms", which need approval first1Stripe, Prohibited and restricted businesses (US English), last updated September 22, 2026, read November 3, 2026.
- PayPal prohibits some activities and requires pre-approval for others, including "Prescription Items", "Telemedicine Services" and "Multilevel Marketing and Direct Selling Organizations"8PayPal, Acceptable Use Policy (US), last updated October 29, 2022, read November 3, 2026 on the Wayback Machine capture of October 28, 2026.
- Shopify Payments excludes six categories, including "Pseudo pharmaceuticals", and "certain business models that, while legal, Shopify Payments can't support"12Shopify Help Center, Shopify Payments eligibility, undated, read November 3, 2026.
- Square names 31 businesses it won't process, from pharmacies that fill medication after an online consultation to "up-sell merchants"21Square, Payment Terms (US), last updated July 30, 2026, read November 3, 2026.

Reserves and holds
A reserve holds part of your sales for a set time. A hold freezes money until a review ends. Watch out
PayPal's 180 days can run longer "according to Court Orders, Regulatory Requirements, or Other Legal Processes"9PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine capture of October 26, 2026. Read the notice before you plan cash around a date.
How reserves are calculated and released, across processors: rolling reserves.
Payout timing
Know the normal delay so you can spot a hold. These are the published timings, not guarantees.
PayPal may release a hold early "if you've uploaded shipment tracking information", at its discretion9PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine capture of October 26, 2026. More on settlement and delays: payout schedules and settlement times.
Reviews and closures
Each agreement lets the processor end the relationship without a stated cause. What changes is what happens to the balance.
Square may terminate your use of the Payment Services at any time for any reason.
- Stripe: "Stripe may terminate this Agreement or close User's Stripe Account at any time"3Stripe Services Agreement, General Terms, section 10.1, modified September 28, 2026. On an unacceptable risk action, payouts are typically paused "for 120 days from the date the User receives the initial email"4Stripe, Unacceptable Risk Policy, last updated July 29, 2026.
- PayPal: it can suspend or terminate "for any reason and at any time upon notice to you"9PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine capture of October 26, 2026. On a restricted activity, it can also hold the balance up to 180 days9PayPal, User Agreement (US), last updated September 14, 2026, read November 3, 2026 on the Wayback Machine capture of October 26, 2026.
- Shopify Payments: Shopify "may terminate this Agreement and close your Shopify Payments Account at any time, for any reason, upon notice", and a processor "may elect to continue to hold any funds deemed necessary"13Shopify Payments Terms of Service (US), read November 3, 2026.
- Square: it "may defer payout or restrict access to your Proceeds, temporarily or indefinitely" during an investigation21Square, Payment Terms (US), last updated July 30, 2026, read November 3, 2026. Appeals, when the notice allows one, are "typically reviewed within 48 hours"23Square Support, Appeal a compliance deactivation of your Square account, undated, read November 3, 2026.

Can your saved cards leave?
This decides whether a closure costs you a week or your subscriber base. Stripe and Square publish a procedure; PayPal publishes one for Braintree only.
We found no export procedure for cards used through PayPal checkout or PayPal Subscriptions. Plan your vault before you need it: how to switch payment processors.
Subscriptions and free trials
All four sell a subscription tool. Their rules on how you sell it differ.
Square doesn't define "direct marketing or subscription offers". Read it as aimed at continuity offers sold through marketing, not every recurring plan, and ask Square before you launch one. The card network rules for trials: free trials and negative option billing, and for recurring billing: subscription payment processing.

No single winner. Match the processor to what you sell and how you sell it, then add a second route.

On Shopify, a third-party card provider takes over card payments: only one at a time, with a Shopify fee of 2% on Basic down to 0.2% on Plus19Shopify Help Center, Configuring third-party payment providers, read October 27, 202620Shopify pricing, third-party payment provider fees, read October 26, 2026. Running two processors is allowed when each knows what you sell through it. Splitting volume to stay under a monitoring threshold is not: Stripe lists "Evasion of card network chargeback monitoring programs" as a prohibited use1Stripe, Prohibited and restricted businesses (US English), last updated September 22, 2026, read November 3, 2026. How to do it within the rules: multiple merchant accounts. Tagada follows Visa and Mastercard rules and the laws that apply to payments.
